Background The CDG Multan was fully unaware with • The word “environment” and Environmental management? • We never heard about legislation regarding environment in development sector. • If there was any law, there was no implementation. 4
Background �PCGIP introduced CDGs with environmental laws. �PCGIP awaked CDGs for the management of environment as world is facing serious threats due to environmental degradation. 5
Why Environment? ? • Before this project, We just considered environment as merely planting trees and it was the responsibility of PHA, not of CDG. • We never realized any relationship between environment and development 6
Environment, Health and Safety? ? ? 7 �There was lack of Environmental Management in development schemes �We were not aware about Health and Safety requirements. �There was no community involvement in development schemes.
Environmental Protection Acts ? ? ? 8 � There was little knowledge about Environmental Acts applicable to our schemes. � We were not familiar with Environmental Assessment. � There was never any cost included in PC-1 for the management of Environment in these development schemes

Lessons Learnt 14 � Environmental consideration precede in planning and design of a scheme � Community is taken into confidence prior to the construction of a scheme as public feel honored to get involved in planning of a scheme � Traffic management plan is ensured to minimize disruption of traffic � Dust suppression to avoid environmental as well as public health issues
Innovations by PCGIP 15 � Govt. of Punjab approved Environment and Social Management Framework (ESMF ) � Under ESMF, a committee is notified by DCO Multan to identify, analyze and mitigate environmental and social issues. � ESMF committee is involved in all phases of execution of scheme.

Functions of ESMF Committee 17 ESMF Committee is responsible for � Conduct site visits of schemes under PCGIP and ADP � Environmental & Social Screening of schemes as per ESMF guidelines � Estimation and inclusion of IEE/EIA/ESMP cost in (T. S)sanctioned amount � Facilitation in preparation of IEE/EIA/ESMP document � Training of contractors before execution of schemes and on site trainings � Environmental and Social monitoring of schemes during execution � Participation of training /workshops conducted under umbrella of ESMF
Environment and Social Management Plans 18 �Each scheme with moderate environmental impacts have been executed in a planned way. For this Environment and Social Management Plans have been devel 0 ped by CPU to address the environmental issues and manage them in an environmentally safe manner.

Dust Emissions / Air Quality �Sprinkling of water to avoid dust �Dust masks to the workers �Covering construction material �Removal of excess matter/ debris from the site immediately. �Air Quality will be analyzed twice by EPA certified laboratory 25
Noise Emissions �Use of ear plugs or ear muffs i. e. near generators, high noise equipment etc. �Regular tuning of machinery/equipment. �Limit work to day time only 26
Vehicle Movement �Alternative routes should be provided. �Work will be done in portions so that the alternate road may be used safely and vehicles movement will not be disturbed. �Provision of signboards directing the drivers about the diversion. 27
Construction Material Storage, Handling and Use • Material shall be appropriately secured to ensure safe passage. • Loads/heaps shall have appropriate cover and shall not be loaded to a higher level than the side and tail boards and shall be covered with a good quality tarpaulin. • Contractor use night vision reflective sign boards/ reflective tapes to cordon off the area during construction/demolition activities. 28
Waste Management � Trash is collected in waste bins. � No dumping is allowed into agriculture fields in surroundings. � Broken Pipes are disposed off properly. � Immediately transport the debris construction waste to a site identified by CDG. � Cleaning of sites upon completion of schemes. 29
Community / Social Issues • Public is informed about project major activities, • • • duration of scheme, time and schedule. The contact Nos. of focal person of Grievance Redress Committee is displayed at different locations and residents are informed about it. Alternative routes are provided. Emergency contact numbers are displayed. Construction work is done only in patches/night time/less traffic load times. Work is stopped during school times 30
Community / Social Issues Cont… • Labor must not damage the property and structures of the residents. • In case of damage compensation is provided. • Mobile vendors are informed before construction. • Privacy of the residents is not disturbed. 31
