Some refrigerant identifiers were reported malfunction – regular follow-up with the customs and guidance to the NOO regarding repairing refrigerant identifier is important. Regular reconciliation of trade statistics and remedy action are essential to reduce data discrepancies between licensing authority and customs e. g. wrong HS code declaration. Mandatory labelling requirement of HCFC cylinders reduces contaminated refrigerant problem and facilitates market inspection by authority.

Countries have conducted i. PIC that helped to prevent authorized trade of ODS through Ozon. Action i. PIC platform Bilateral communication between importing and exporting countries Prevention of illegal trade does not only support country to meet Montreal Protocol obligation, but also protects servicing sector and end-users from both negative economic and safety impact from contaminated refrigerant

UN Environment Compliance Assistance Programme (CAP) RAC Servicing Sector � Difficulties for NOO/PMU to organize training – availability of trainer during semester, owner does not want to release technicians, lose of income etc. Organizing training after working hour e. g. evening Support from RAC Association is useful to get attention from RAC technicians � Practical training approach vary from one to another country - depending on training facility, number of trainees and training duration etc. � Increasing number of freelance technicians that provide service at the lower price. Difficult for the government to contact these freelance technicians. � Increasing opportunity for woman to engage in the RAC training.

Fire Department, vocational schools, Standard Authority, Certification Authority, RAC Association etc. � In the country that the certification system in place, but the enforcement has been challenges.
