How a Bill Becomes a Law § A legislator files a bill with the Clerk’s Office. § The bill is given a bill number and assigned to a committee in the Senate and the House where the bill will be debated and possibly amended. § After a bill passes through the committees, it is sent to the floor to be debated and voted on by the full body of the General Assembly. § If the House and Senate both pass the bill, the bill is sent to the Governor to be signed into law. 9

TDOE Legislation Public Chapter 42 § Excludes 2017 -18 assessment data from a teacher’s evaluation score for 2018 -19 and 2019 -20 if such exclusion will result in a higher evaluation score for the teacher and provides permanent benefits to the evaluation calculation to ensure the calculation that results in the highest evaluation score for the educator is used. Effective March 22, 2019 Public Chapter 107 § Aligns Tennessee’s laws related to special education with the federal Individuals with Disabilities Education Act (IDEA). Eliminates obsolete section of code and outdated pilot projects but does not make any changes to special education services or funding. Effective April 11, 2019 Public Chapter 204 § Updates state laws that govern career and technical education to ensure state law aligns with the federal Carl D. Perkins Career and Technical Education Act and reflects current practice. Additionally, establishes an occupational educator scholarship program for prospective educators seeking a Tennessee occupational license. Effective April 25, 2019 12

Other Legislation Public Chapter 464 § Allows a teacher who teaches in a priority or focus school who earns an overall level of effectiveness of ‘above’ or ‘significantly above expectations’ to earn an additional 5 professional development points. Effective upon becoming a law Public Chapter 376 § Prohibits employment termination and compensation decisions in the 2018 -19 school year based solely on data generated by the portfolio model. Provides the State Board the authority to adopt a comparable alternative student growth measure for the evaluation of pre-k and kindergarten teachers and establishes a Portfolio Review Committee. Effective May 10, 2019 14
