State Level Policy Making § The Governor – Develops the statewide policy agenda for education – Sets priorities for the state budget – Appoints members of the State Board of Education § Tennessee General Assembly – Enacts laws impacting education – Approves the state budget – Confirms members of the State Board of Education 5

State Level Policy Making § Department of Education – Implements laws passed by the General Assembly – Sets strategic goals for education and enacts policies to implement those goals and the goals of the Governor – Provides services and support to schools and districts – Serves as the pass-through for all state and federal education funding § State Board of Education – Adopts rules and policies to help implement laws passed by the General Assembly – Sets school and district accountability, adopts academic standards, and regulates teacher preparation 6

Local Level Policy Making § Local School Boards and School Districts – Adopt local policies and procedures to implement state and federal regulations – Manage finances and operations for schools, teachers, and students in the district – Determine and approve curriculum 7

Legislative Session

How a Bill Becomes a Law § A legislator files a bill with the Clerk’s Office. § The bill is given a bill number and assigned to a committee in the Senate and the House where the bill will be debated and possibly amended. § After a bill passes through the committees, it is sent to the floor to be debated and voted on by the full body of the General Assembly. § If the House and Senate both pass the bill, the bill is sent to the Governor to be signed into law. 9

2019 Legislative Session Updates § 111 th General Assembly: – – § § First term of Governor Lee 28 new House members New Speaker of the House New Education Committee Chairmen in the House Total bills filed: 1551 Total bills passed: 513 Total bills filed impacting K-12 education: 356 Total bills passed impacting K-12 education: 65 § The 111 th General Assembly will convene on January 14, 2020. 11

TDOE Legislation Public Chapter 42 § Excludes 2017 -18 assessment data from a teacher’s evaluation score for 2018 -19 and 2019 -20 if such exclusion will result in a higher evaluation score for the teacher and provides permanent benefits to the evaluation calculation to ensure the calculation that results in the highest evaluation score for the educator is used. Effective March 22, 2019 Public Chapter 107 § Aligns Tennessee’s laws related to special education with the federal Individuals with Disabilities Education Act (IDEA). Eliminates obsolete section of code and outdated pilot projects but does not make any changes to special education services or funding. Effective April 11, 2019 Public Chapter 204 § Updates state laws that govern career and technical education to ensure state law aligns with the federal Carl D. Perkins Career and Technical Education Act and reflects current practice. Additionally, establishes an occupational educator scholarship program for prospective educators seeking a Tennessee occupational license. Effective April 25, 2019 12

Other Legislation Public Chapter 464 § Allows a teacher who teaches in a priority or focus school who earns an overall level of effectiveness of ‘above’ or ‘significantly above expectations’ to earn an additional 5 professional development points. Effective upon becoming a law Public Chapter 376 § Prohibits employment termination and compensation decisions in the 2018 -19 school year based solely on data generated by the portfolio model. Provides the State Board the authority to adopt a comparable alternative student growth measure for the evaluation of pre-k and kindergarten teachers and establishes a Portfolio Review Committee. Effective May 10, 2019 14

Other Legislation Public Chapter 421 § Requires each LEA and charter school to adopt a trauma informed discipline policy as a strategy to address adverse childhood experiences. Effective upon becoming a law Public Chapter 274 § Requires each LEA to notify students and parents of students enrolled in grades 9 -12 of all early college and career experiences offered by the LEA by January 1 for the upcoming school year. Effective July 1, 2019 15

Other Legislation Public Chapter 465 § Requires alternative school or alternative program placement for students in grades 7 -12 who have been suspended or expelled, if space and staff are available. Effective upon becoming a law Public Chapter 439 § Excludes nonrecurring local funds for priority schools from the maintenance of local funding requirement for each year plus one additional year that the school is designated to be in priority status. Effective upon becoming a law 16

FY 20 Budget § State funding in K-12 education totaled over $5. 2 billion, including more than $70 million in new funding for teacher salaries and more than $17 million for college, career and technical education. § Highlights: – School Safety Funding $40 million • $20 million recurring for the Safe Schools Grant • $20 million nonrecurring for SRO Grants - Priority School Improvement Grants - $5 million - Communities in Schools - $4. 5 million - Coaching pilot for Pre. K-3 rd grade - $1. 8 million 17
