LEGAL METROLOGY DEPARTMENT GOVERNMENT OF NCT OF DELHI INTRODUCTION • Department of Legal Metrology functions under the ambit of Legal Metrology Act, 2009 and Rules made thereunder. The term “Metrology” has been defined as one of the branch of science which embraces all theoretical as well as practical concepts in relation to measurement. Legal Metrology is the part of Metrology which treats units of weighment and measurement, methods of weighment and measurement and weighing & measuring instruments, in relation to the mandatory technical and legal requirement which have been the object of ensuring public guarantee from the point of view security and accuracy of the weightments and measurements.

MAIN SERVICES OF THE DEPARTMENT • Verification and Stamping of Electronic and Mechanical weighing machines, Auto/Taxi fare meters, weighbridges. • Calibration/Verification of tank lorries/flow meters used in the transportation of petroleum products. • Stamping/sealing of dispensing units at petrol pumps. • Issue of licences such as Manufacturer, Dealer & Repairer of weight or measures instruments. • Registration of manufacturers /Packers /Importers of packaged commodities. • Registration importer of weights or measures. • Enforcement of various provision of Legal Metrology Act, 2009 and the Rules made there under.

ORGANIZATIONAL SET UP • Commissioner, Food, Supplies and Consumer Affairs is the Head of the Department and has been designated as Secretary, Weights & Measures. Controller, Weights & Measures is the overall supervisory officer of the Department under whom rest of the officers including Assistant Controller, Weights & Measures are working. ACT AND RULES APPLICABLE. • Department is enforced various provisions of the Act and thereby ensuring consumers interests. Government of India, State Govt. in order to facilitate enforcement of the provision of the Act and to define various terms, the following rules have been made under Legal Metrology Act, 2009. 1. PROCEDURE AND LEVEL OF OFFICIALS INVOLVED • On receipt of the application alongwith requisite documents, the concerned District Office examines the proposal and thereafter refers it to the competent authority for approval. However, before the proposal is forwarded to the competent authority, suitability of the proposed premises, deposit of the requisite licence fee and authenticity of the documents is ascertained by the LMO/Zonal officer of the District. After the approval of the Competent Authority, the new licence with validity of one calendar year which is further renewable for a period of one to five years is issued from the concerned Zonal/District officer. • The file is processed in the Zonal office on receipt of application from the prospective applicant along with requisite documents. • On the recommendation of Zonal officer file is submitted to the controller, Legal Metrology being the competent authority under the Act / Rules made their under through Asst. Controller, Legal Metrology. • This service is already under ESLA agreement, hence in any case Licence has to be issued within the prescribed time limit i. e. 45 Days.
