Some difficulties • Public procurement • contract with PA under public law • a continuing project carried out in different stages • 2 EC audits (2009 and 2014), ECA audit (2011), plus National Audit Office of Estonia (2014), plus certification audits every year.
+ • Advance payments for LAGs • the system of submitting payment claims based on partially paid invoices (at least part of own contribution must be paid) For future: • CAP simplification. When dealing with smallscale investments to simplify PA-s control of the requirements deriving from procurement legislation, because protection of financial interests of EU and MS-s are guaranteed already by evaluation of the reasonableness of costs.
New period Support for preparation of LDS measure - Our national legislation approved already in October 2014 - We made approval decisions in December 2014 - we have received more than 40 payment claims - Strategy implementing measures - in august - Current difficulties – indirect costs - New IT-systems for submitting applications
