LCAP Quarterly Network Meeting December 5 2017 Agenda
LCAP Quarterly Network Meeting December 5, 2017
Agenda • The LCAP and Dashboard Connection • Foster Youth and Homeless Student Groups • Federal Addendum • Equity and DIISUP • Goals, Actions and Services • Metrics • Updates and priorities • Early Childhood Development • Questions, Team Time, Resources
The LCAP - Dashboard Connection The Actions and Services in the LCAP produce the results on the Dashboard. How will we achieve improved outcomes for each student? The Dashboard informs the updates to the LCAP. Are the Actions working?
Understanding the Dashboard • Dashboard Release and Updates • Changes to the 5 x 5 grid • Where did Chronic Absenteeism Go? • Graduation Rate – Cut-off date
Maximizing Use of the Dashboard The Dashboard shows performance on multiple measures providing a more complete picture of how schools are meeting the needs of the students they serve. When looking at Dashboard results ask: • Were there any surprises? If yes, this is an opportunity for in-depth discussion. • Are all indicators showing improvement for all groups? If not, this is an opportunity for in-depth discussion and stakeholder input. • What adjustments can you make now that will promote improvement?
The LCAP - Dashboard Connection Programs for Students who are Foster Youth or Homeless Dashboard Program Considerations • These populations are very • • • mobile so students may have gaps in their instructional background High rate of trauma in their lives The gap in education outcomes may start before TK/K Enrollment rights; course placement Partial credits Stakeholder Engagement • LEA level – 15 students are required to report a performance level (color) • School level (and charters) – 30 students needed to show color • Remember N size can be different for different indicators • Ie grad rate - # of students in 4 year cohort • The calculation for change in the graduation rate is based on only 1 year of prior data
Federal Funding Addendum Options for Federal Funding Plans • Incorporate within the LCAP • Create a separate document • Write in the LCAP Addendum More information to come after the January State Board Meeting. Also working on a plan to connect to the SPSAs.
For ESSA Provisions Related to State Priorities
Increased/Improved Services for Unduplicated Students • Based on the differentiated needs of Unduplicated Students (EL, LI, FY) • Increased or Improved Services • Not Base Program • Additional services beyond base; different actions; reorganization of services; etc. . • The key is in how the need is determined (disaggregated data, stakeholder input, etc…) and how it is explained and monitored. • How about SWD? Other groups?
Team Time What new ideas or understandings have you gained? What changes are you thinking of making?
Goals, Actions and Services Section The Goals, Actions and Services section describes what the Goals of the District are for all students and each student group, how the district plans on meeting those needs, and how they will be able to measure if they are succeeding. • Based on the Identified Needs of the Students • Currently in the 2 nd Year of a 3 year plan • Metrics should remain static with same baseline to show growth • Changes to actions/services should be explained via Annual Update or Stakeholder Engagement section.
Goals, Actions and Services Section Considerations: • Do the same actions and services appear more than once in the LCAP? • Are all metrics disaggregated? Do they reflect the Dashboard? Do they include interims? • Is there a strong alignment between the goal, metrics and actions? • Are goals, metrics and actions numbered? • Are students the focus? • Are the actions a plan to plan? • Too little or too much information?
Goals, Actions and Services Considerations: • How do we know that an action or service is making a positive difference in advancing student success? • What interim measures are available (benchmark assessments, weekly or monthly data pulls) to provide preliminary information? • What information is being used to determine progress toward goals for all students? • Are the actions/services addressing the needs of the unduplicated student groups? How do you know? • Is there relevant stakeholder feedback?
