ECC Report 188 CEPT adopted ECC Report 188 (February 2013) “… the most appropriate regulatory framework for the future use of the 1452 -1492 MHz band in CEPT is the harmonisation of this band for mobile broadband / mobile supplemental downlink… This regulatory framework will bring the highest benefits for CEPT, with those benefits being maximised when mobile supplemental downlink is deployed under this framework. ” ECC Decision on S-DAB (1479. 5 -1492 MHz) Withdrawn in June 2013 10 May 2012 3
ECC Decision (13)03 on “The harmonised use of the frequency band 1452 -1492 MHz for Mobile/Fixed Communications Networks Supplemental Downlink (MFCN SDL)” • Decides-1: that the purpose of this ECC Decision is to harmonise the use of the band 1452 -1492 MHz for terrestrial mobile/fixed communications networks supplemental downlink (MFCN SDL) • Decides-2: that CEPT administrations shall designate the frequency band 1452 -1492 MHz to MFCN SDL, taking into account considering-n 4
ECC Decision • Considering-n: that the designation of the frequency band 1452 -1492 MHz to MFCN SDL does not prevent administrations from using part of the band for terrestrial broadcasting, aeronautical telemetry, MFCN other than SDL or other terrestrial applications to adapt to national circumstances • Decides-3: that the following technical and operational parameters apply to MFCN SDL in the frequency band 1452 -1492 MHz: (Annex 1: harmonised frequency arrangement, 8 x 5 MHz; Annex 2: LRTC, BEM and OOB emission limits) 5
ECC Recommendation • WG FM finally approved in February 2015 ECC Recommendation (15)01 on “Cross-border coordination for mobile/fixed communications networks (MFCN) in the frequency bands 14521492 MHz, 3400 -3600 MHz and 3600 -3800 MHz” which was prepared by ECC PT 1. 6
Commission Implementing Decision • On 19 March 2014 the European Commission issued a Mandate to the CEPT to develop harmonised technical conditions in the 1452 -1492 MHz band for wireless broadband electronic communications services (WBB ECS) in the European Union. • On 28 November 2014, in response to that Mandate, CEPT issued CEPT Report 54 proposing harmonisation of the 14521492 MHz band for wireless broadband supplemental downlink use, while allowing Member States to adapt to national circumstances in parts of the band (such as 1452 -1479. 5 MHz) for terrestrial broadcasting. 7
Commission Implementing Decision • Commission Implementing Decision (EU) 2015/750 of 8 May 2015 on the harmonisation of the 1452 -1492 MHz frequency band for terrestrial systems capable of providing electronic communications services in the Union was published in the Official Journal of the European Union on 12 May 2015. 8
