POUDRE RIVER OPTION INFORMATION: • Proposed Pipeline is 26 miles long in Larimer County • 20 miles of that pipeline can be eliminated • Proposed pipeline crosses the Poudre River around Windsor area • Using the Poudre for water transfer saves 20 miles of pipeline • Poudre Option would be the shortest pipeline route to get the water out of Larimer County

ADVANTAGES OF THE POUDRE OPTION: Eliminates 20 miles of traffic delays, detours for thousands of motorists on I-25 and Highway 1 Removes the uncertain complications from boring under canals, ditches, and wetlands Eliminates 20 miles of disturbance and disruption to established homes, subdivisions and property owners Saves mature trees from being removed for the 20 mile by 60 foot easement. Trees absorb 40% of noise, take in carbon dioxide and carbon monoxide, and gives off oxygen Saves the 20 mile corridor of mature trees for bird and wildlife habitat Saves Thornton’s citizens $50, 000 to $150, 000 by not building the 20 miles of pipeline Thornton can use the above savings to help build a reservoir for its citizens, or to clean the water. THORNTON’S OBJECTIONS TO THE POUDRE RIVER OPTION: Having to get a Federal 404 permit Having to clean the water Having less quality and quantity of water Having to build a reservoir for storage Commissioner Steve Johnson stated at the August 1, 2018 Hearing, ” The question is ‘reasonableness. ’ In looking at the Poudre River alternative, you said in your rebuttal document you provided to us, one of the reasons you felt that would be unreasonable – well, you gave several reasons- one was that the quantity of water would be diminished, that’s not in my criteria, you said the quality of the water would be diminished, that’s not in my criteria. Tonight, you said, the cost would be higher for Thornton, that’s not in my criteria”. Hour and minute 1: 00: 53 Commissioner Tom Donnelly stated at the August 1, 2018 hearing, “This isn’t just for 20 years, this is forever and so it should have as much thought, as much consideration as much planning as much respect for the people here as anything Thornton will ever do for its own citizens. ” Minute 43: 45
