Fluent English Proficient (FEP) Students § Initial Fluent English Proficient (IFEP) – A student who on the initial CELDT scored Early Advanced (4) or Advanced (5) level. § Reclassified Fluent English Proficient (RFEP) – A student who has met the State and District reclassification criteria.
