National Renewable Energy Action Plans (NAPs) • • • Key in explaining the implementation measures – a reference for the monitoring Evaluation and translation procedure undergoing All published at the transparency platform of DG Energy http: //ec. europa. eu/energy/renewables/transparency_platform/action_plan_en. htm ü For 2020 over half of the Member States (AT, BG, CZ, DK, DE, GR, HU, ES, FR, LT, MT, NL, SI, SE) are planning to exceed their own targets and be able to provide surpluses for other Member States ü For two Member States (IT, LU), a small part of the renewable energy needed to reach their target is planned to come from “imports” in the form of statistical transfers from Member States with surpluses or third countries ü If all these production forecasts are fulfilled, the overall share of renewable energy in the EU will slightly exceed the 20% target in 2020 the EU would reach 20, 34% RES share in its final energy consumption in 2020: 21, 3% in heating and cooling, 33, 7% in electricity and 11, 3 in transport.

Quadro legislativo Europeo Efficienza Energetica negli edifici Directive 2010/31/EU (May 2010) on the Energy Performance of Building (Recast) • • • Transposition by MSs two years after entry into force (July 2012) Introduces the concept of Nearly zero-energy building Article 9 Nearly zero-energy buildings: Member States shall ensure that: • • (a) by 31 December 2020, all new buildings are nearly zeroenergy buildings; and (b) after 31 December 2018, new buildings occupied and owned by public authorities are nearly zero-energy buildings. The nearly zero or very low amount of energy required should to a very significant level be covered by energy from renewable sources For new buildings (and buildings subject to major renovation), Member States shall ensure that, before construction starts, the technical, environmental and economic feasibility of high-efficiency alternative systems, if available, is considered and taken into account: (a) decentralised energy supply systems based on energy from renewable sources; (b) cogeneration; (c) district or block heating or cooling, (d) heat pumps.
