Commissions and Public Hearings Timeline Pedestrian AC & Heritage Preservation Traffic Commission & Bicycle AC Parks and Recreation P&Z Work Session August 26 P&Z Public Hearing #1 Sept. 9 Final Edits P&Z Public Hearing #2 Sept. 23 City Council Oct. 13 & 20 September 17 Final Public Hearing Draft 2
Meeting Objectives • Gather feedback from the commission on the final draft • Specifically address the trade-offs and concerns about the Mc. Cracken St. Extension • Motion to recommend the plan with or without conditions – Prefer conditions that recommend specific changes to the document 3
Transportation Commission Initial Review • Want to hear committee recommendations before they make a final • Largely supportive of progress shown in the Plan, especially bike/ped improvements • Recommended change: – Move the alternative scenario for the Mc. Cracken Street Extension from Appendix 4 to Chapter 2 and give it more prominence 4
Transportation Commission Initial Review • Concerns • What should the nature be of on-street bicycle connections? • Will offering only 2 options mean these are the only options considered in the future? • Neighborhood road improvements can mean more traffic issues. • Are there other bicycle and pedestrian options that should be part of the Mc. Cracken Street concept? 5

Goals and Policies Goal #10 – FUTS Goal #11 – Bicycle and Pedestrian Crossings Goal #12 – Internal Neighborhood Streets Goal #13 – Neighborhood Great Streets Goal #14 – Access to Transit 8
Goal 10 & 11 Highlights Goal 10 • Focuses FUTs connections in Commercial Edge and Transition Area • Allows sidewalk in place of FUTS in implementation strategies Goal 11 • Focuses on connections needed and corridor studies • Implementation strategies shown in priority order 9
Goal 12 Highlights • Focused on traffic calming, missing sidewalks, and right-of-way needs to complete urban street grid • Added policies: – Policy 12. 7: Improve the public street connectivity in the area identified as Future Urban on the Future Growth Illustration (FRP 30). Private streets are not compatible in this area. – Policy 12. 8: Support City efforts to manage on street parking in order to protect neighborhood character. 10
Goal 13 Highlights • Focuses on how to incorporate neighborhood needs, comment, desires into future corridor studies • Added POLICY 13. 2: Extension of a collector street, such as Clay Ave or Mc. Cracken St. , through the neighborhood for connectivity should be considered after the functionality and capacity of arterials have been fully studied and maximized. Backage roads should support but not replace arterial functionality. 11
Updates to the Concept Plan • Concept Plan provides alternate alignment for extension along Mc. Cracken Street • Alternative streets scenario provided for if Rio de Flag Flood Control Project is not completed or Extension is not warranted • Street cross-sections that more closely match current engineering standards • Addressed future functional class for new roads 12
How does the LPV Specific Plan address these conflicting needs? Current Road Classifications 13

Summary • Plan addresses the content of the Transportation chapter of the Regional Plan in the context of Land Use, Community Character, and Neighborhood Preservation policies • No final decisions are made on a Clay Ave. or Mc. Cracken St. Extension but the ideas and trade-offs are further defined pending a corridor study. 17
