INDC of the Kyrgyz Republic • 2015 – INDC Submission • Most vulnerable sectors are identified • The Government adopted priority directions for adaptation to climate change • 2017 -Kyrgyzstan joined the NDC Partnership to fulfill the INDC obligations • NDC S Partnership supports the Kyrgyz Republic in developing MRV system for certain priority sectors (forest and land use) within the country's national defined contribution, and strengthening institutional mechanisms and methodological capacity for regular inventory preparation greenhouse gases.

Energy Performance in Buildings Provisions of the Energy Efficiency in Building Law, #137, dated 26 July 2011 with latest changes dated 18. 10. 2013 Assigning a governmental authority responsible for the improvement of energy performance of buildings Review team’s assessment of the implementation of provisions of the Law, as of June 2017 The State Agency for Architecture, Construction, Housing and Communal Services under the Government of the Kyrgyz Republic Minimum energy performance requirements (MEPR) for The following legislative documents were approved, but new and renovated buildings not implemented in practice: Regular inspection of heating and hot water supply - “Regulation on energy certification of the buildings” systems & “Regulation on regular inspection of boilers, heating and hot water systems” adopted by the Issuance of Energy Performance Certificates (EPC) Governmental Decree #531, dated 02. 08. 2012 ; - Building codes and regulations 23 -01: 2013 KG «Building heat engineering (Thermal protection of Display of Energy Performance Certificates (EPC) buildings)» , 2013. Accreditation of experts, independent control and awareness raising There is no secondary legislation envisaged by the Law. It should be developed by a governmental authority that has not been assigned yet.
Legislative framework • Law on EE and other laws which regulate improvement of EE; • Energy performance in buildings; • Minimum energy performance standards and energy labelling; • Other EE regulation (i. e. incentive schemes, industrial energy audits, vehicle fuel-efficiency standards, energy service companies, energy performance contracts etc)
Program on Energy Conservation and Energy Efficiency Policy for 2015 -2017 • Achieving energy savings equal to 4. 1 mln. ton of coal equivalent by 2020; • Cumulative decrease of energy intensity by 30% and annual decrease of electricity consumption by 5%, • Reduction of CO 2 emissions by 20%. • Reduction of custom rates for imported EE equipment; • Additional preferences for investments in EE projects; • Including EE requirements in public procurement calls/tenders; • Ensuring the repayment of EE investments through energy tariffs.
