Commitment of the government – New government, new ideas (not long term) Government emphasis more on social than economy. - Find a way to propose to the government that the magnitude of contribution to the economy of certain long term program via research. - Presenting evidence to support. Mentoring/caring/empathy is lacking in Malaysia. In developing youth, coaches do not know the scientific health problems. Trainee is being pressured and later give up due to the lack of understanding from the coaches in terms of health problems that constraint the trainee to achieve certain target. - Attention from coaches may prolong the interest of the athletes. - Important to develop these values within coaches. - Passion leads to resilience. - Sports participation is always associated with more negative than positive side. - How to ensure that sports is prone to the positive side? - Need to look in the negative sides as well and improve in order to. - Effort in Malaysia (culture, high individualism, high power distance) in order to align with our target (improving youth participation in sports) as compared to the western. - Peers coaching or coaching at elementary level -- coaching certification scheme -- Coaching is not a profession yet in Malaysia - PYD does not address weakness. - Once virtues are developed, negative side will banish by default. - Malaysia has 8 Cs, western has only 5 Cs --We are in advance. - No studies on competitive sports yet. - Incorporate on how to mentor young people. 2. - 3. How to modify and adjust according to different target people? e. Sport incorporates that athletes will be disqualified if they are being disrespectful – this incorporates the virtues. e. Sports is actually a sport itself. Many strengths in developing youth – attitude is our main weakness – despite all the effort and actions, the same problem still occurs. High performance sports and sports for all should not be separated – they complement each other. 5. - 6. - Too focused on global requirements that we do not solidify our foundation. - Games develop youth’s character – short term – they create desired reality in video games. - Previous generation athletes are more resilient due to their sense of thankfulness. Note - Not necessarily everyone has to have the 8 Cs – look at our needs. - Not to separate high performance sports and sports for all – but need competitiveness within them. - No proper assessment whether or not the program is based on the dasar. - Need evaluation to determine whether a program is good (magnitude of outcome) – long term. Recent athletes are not speed-wise. Their skill is very focus – when asked to do other tasks that requires different skills, they can’t cope. UPM

Note Youth coaching development scheme & talent development. Youth participation in sports need both talent identification and development. Youth development in national sports association – currently there’s only previous generation of coaches so they have one fixed approach in developing youth. Sport association needs to have youth development approach to take into consideration youth from younger age – no higher level e. g. decision makers – need young talent in order to improvise sport association. - Ministry stated that sport has to be administered by young people. - But there need to be a committee instead so that it is well represented. - Cannot separate high performance sport and sports for all. - KPM needs to be involved because youth needs to be developed and inculcated with good characters from very early age – e. g. Japan education system during childhood (virtue development). - Fast food has to be avoided as a start. - Need progression from childhood. UPM
PENYERLAHAN DASAR BELIA MALAYSIA BELIA Catatan Perbincangan No. Particular Note 10. - PYD at school level. - Dasar 2 kementerian lain juga berkaitan (membentuk jati diri & sasiah). - Kalau tidak dedahkan PYD yang positif akan menyukarkan pembangunan golongan muda. - Dasar daripada KPM ada missing link – perlu cari kekurangan tersebut dan perbaiki. - Perlu ada perundingan yang jelas dengan pihak kementerian. - Complaint by parents that playfield is disappearing. - It becomes shopping mall. - Economic development precedes social development. - Little things to be instilled in sports such as having light exercises in office or any areas – not necessarily need million dollar facility to promote sport. 11. - - Current scenario -- Need to win many medals in order to be recognized. - Need approach to give better support to talented children. 12. Sustainability of program is not there. e. Sport for instance, there’s extreme game every where but did not sustain. Talented children – parents asked the government to help and train their children. - Program one company one activity. - Persatuan cannot survive without funds – KBS pay attention to other events, there’s no funds provided for club and society. - Need the minister of those top level people to sign fund approvement which makes it harder. - Big company need to stand together with big clubs and society and not too depending on the ministry in order to make sure sport continuity. - SE model approach to sustain an NGO – look inti how to work on SE in sports NGO. Youths keep asking: what can they benefit from joining persatuan belia? – they want quick result but we can’t provide them with such things. Belia perlu merentas kolaborasi agensi – everything is referred to KBS. Drug problem is also referred to KBS. IPTA/IPTS, schools and agencies need to play their roles as well. - Need to look into how to reactivate those collaborations with respective agencies. - Through game and sport, human capital development can also be achieved – need to convince parents about this so as to get their commitment as well. Parents are worried to let their children play outdoor – might be the reason for lack of youth participation. 16. - Youth programs at various agencies – could benefit at larger scale. No proper standardization for this as one group – to ensure positive impact – no bodies to look into it. Therefore, each agency is conducting it their own way – no standardization. Should bring to cabinet level if necessary. The sports at the agencies need to be in line with objectives so as to not doing it for nothing. Health wellbeing should be incorporated at younger age – need a representative from KKM. 17. - Health wise; youth sports from literature; gaming addiction is a diagnosis & contributing to other health problems. - e. Sport i. e. gaming, may not be considered as Olympic sports as it contains violence aspects – may give negative impact as it is a kind of addiction. - Closely related to drug addiction. - Need rehabilitation to reduce addiction. Note - Kementerian perumahan (infrastructure) & kementerian wanita should be playing huge role in youth development. - They instead just talk about perumahan and income without considering the sustainability of sports. - Positive and negative elements – all need to be considered. - Must avoid the negativity. - Assess strength and need. - Sports to generate income. Particular - Note 417 total athletes; 241 sports under category B – not much control from ISN – no medal expectation – no competitive edge. They don’t have proper training program – not fit to win – therefore the athletes are not sent for competition. E. g. , paragliding, skateboard etc. UPM
