KAPS HISTORY • 1960 – 1998 Police Academy for young men - Mid ‘ 60 s – 1971 – Yugoslav Army Military Base - 1971 -1990 Police School for young men (Secondary School) - Yugoslav and Serbian Army Military Base (heavy weaponry) • 1999 – 2006 Kosovo Police Service School - September 1999 – Emergency training courses conducted by international instructors - 2003 -2004 – Transition stage: KPSS → Public Safety School (incl. Customs & Corrections) - 2005 – End of transition stage: DPED of OSCE Mi. K proposed establishment of KCPSED • 2006 – December 2011 Kosovo Center for Public Safety Education and Development - January 1 st, 2006 – Officially renamed KCPSED Legal bases issued by UNMIK on 26 th of March 2008: • Administrative Instruction No. 2008/3 • Regulation No. 2008/17 • Regulation No. 2008/18 Legal bases issued by the Republic of Kosovo: • Administrative Instruction on Internal Organization and Structuring No. 29/2010 -MIA 2

HIGHER EDUCATION IN KAPS • Enabled through the EU Twinning Project “Improved Education in Public Safety and Security Sectors in Kosovo”, implemented by Finland Estonia • Study Program according to the needs of PSIs from the experts from Finland Estonia, selected personnel from KAPS and PSIs • Establishment of four-year BA study program in fields of Public Safety: Police&Police Inspectorate, Customs, Correction&Probation and Emergency Management 11
HIGHER EDUCATION IN KAPS General Courses (including languages) – 65 ECTS points Knowledge necessary for the student later on his/her studies or in the work as a senior officer, disregarding his/her field Specialized and Advanced-Specialized Courses – 60 ECTS points • Knowledge necessary for the student to be able to work as a senior officer or expert in his/her field Internship – 80 ECTS points • Supervised learning in the working place Elective Courses – 20 ECTS points • Minimal number of Elective Courses is 8, due to personal interest Diploma thesis – 15 ECTS points • Empiric research or a development project, always a written report 12
KAPS INTERNATIONALIZATION REGIONAL COOPERATION • Annual Police Staff and Command School courses taught by Northwestern University with participants from Albania, Bi. H, Croatia, Kosovo, Montenegro and Macedonia • BALPEK III Conference, September 22 nd – 25 th, 2013 (Albania, Hungary, Kosovo, Macedonia, Montenegro and Turkey) • Cooperation Agreement with Police Academy of Albania 13
KAPS INTERNATIONALIZATION EUROPEAN AND INTERNATIONAL COOPERATION • Membership in European and international training and educational associations in public safety and law enforcement (AEPC, INTERPA and IADLEST) • Memoranda of understanding with Police College of Finland the Estonian Academy of Security Sciences • Due to the history of KAPS as training and education institution for the public safety institutions of an after-war country, recently there have been visits by different delegations from Libya, Iraq and Afghanistan • Aiming at strengthening the international cooperation (e. g. CEPOL, DCAF, CEEPUS) 14
