Factors for New Uniform • the aging of our Fourth Degree membership • slow growth of the Fourth Degree (fewer than 20% of Knights are Fourth Degree members, and only a fraction of that number even serve as honor guards)
Factors for New Uniform • Consistent reports that the old regalia presented a barrier to Fourth Degree membership, especially among younger men
• Affected Laws and Rules Governing the Fourth Degree are Article XI, Section 38 Official Dress and Regalia and Section 39, Dress for Exemplification

Knights of Columbus John H. Reddin Province Provincial Meeting Fourth Degree Structure Supreme Master The Supreme Master exercises Fourth Degree administrative authority and supervises all its officers and assemblies. He makes detailed reports and recommendations to each Board of Directors meeting. He appoints District Masters.

Reddin Province Provincial Meeting Fourth Degree Structure DISTRICTS AND DISTRICT ASSEMBLY • Subject to approval by the Board of Directors, each Province is divided into Districts. There is presently 125 Districts. When necessary, the Supreme Master may increase or decrease these Districts.

Reddin Province Provincial Meeting Fourth Degree Structure • The District assembly is composed of the Faithful Navigator of each assembly and one delegate for each 100 members or major fraction thereof. It meets during March or April. The Master presides at all meetings. It considers matters pertaining to the Fourth Degree and selects three members to recommend to the Supreme Master for his consideration in appointing a Master.
Knights of Columbus John H. Reddin Province Provincial Meeting RELATIONSHIP OF FOURTH DEGREE TO THIRD DEGREE All Fourth Degree members must be in good standing in the Third Degree. When a member is terminated from his council, he is automatically terminated from the Fourth Degree.
Knights of Columbus John H. Reddin Province Provincial Meeting RELATIONSHIP OF FOURTH DEGREE TO THIRD DEGREE The State Deputy is the chief executive officer in his jurisdiction. Although he does not exercise administrative authority over the Fourth Degree officers and assemblies, he should nevertheless be concerned with the welfare of the Fourth Degree because its members are members of the Order under his jurisdiction.

Reddin Province Provincial Meeting RELATIONSHIP OF FOURTH DEGREE TO THIRD DEGREE He may make recommendations to the Supreme Master and the Board regarding Vice Supreme Master and Master appointments as well as the creation of new districts. In order not to conflict with State Council programs, all Vice Supreme Masters and Masters are instructed to clear dates of Fourth Degree activities with the State Deputy.
Knights of Columbus John H. Reddin Province Provincial Meeting RELATIONSHIP OF FOURTH DEGREE TO THIRD DEGREE The State Deputy is always kept informed, by the Supreme Master, of all Fourth Degree programs. He should support and help promote these programs.

Reddin Province Provincial Meeting RELATIONSHIP OF FOURTH DEGREE TO THIRD DEGREE The State Deputy should allow space in his state news bulletin for publishing Fourth Degree news and encourage local councils to do likewise. He should include a list of Fourth Degree officers and assemblies in his state directory.

Reddin Province Provincial Meeting Protocals • Biennial Meetings and District Meetings – Biennial meetings (Article V Sec 14 of Laws and Rules Governing 4 th Degree) • Should be conducted bi-annually in March or April in even numbered years for the purpose of transacting official business of the district. • It shall be the duty of the Master to immediately after the meeting of the District Assembly send a transcript of the proceedings to the Supreme Master and Vice Supreme Master. (Section 16 of Laws and Rules Governing 4 th Degree)

Reddin Province Provincial Meeting Protocals • Resolutions – Approval process – In order for Resolutions to be presented at the Supreme Assembly Meeting, the following procedures must be followed. • The assembly votes on Resolution at their monthly meeting. • The Resolution(s) is given to the Master for his approval and will be presented at the Biennial Meeting.
