Purpose of Federal Programs Annual Meeting • To inform stakeholders about Federal Programs available to Kingston students. • To evaluate current programs and budgets. • To obtain input on services and budgets for these programs. • To explain the Consolidated District Academic Plan (CDAP). • To make available the IPP’s – Indian Policies and Procedures
Programs for Discussion Title IA-Improving the Academic Achievement of the Disadvantaged Title IIA-Improving Teacher and Principal Quality Title IV-Student Support and Academic Enrichment Title V Part B-Rural and Low-Income School Program Title VI-Indian Education Johnson O'Malley Title VIII-Impact Aid Disabled IPP’s - Indian Policies and Procedures
Title IA: Improving the Academic Achievement of the Disadvantaged • $575, 366. 93 - 2020 -2021 allocation + $125, 063. 70 carryover for a total of $700, 4306. 63. • These funds pay for all or part of 13 teachers salaries, 3 teachers aides, 1 reading specialist, 9 before and after school tutors, technology, classroom supplies and 1% homeless set aside. • Funds are generated based on the Census Bureau’s poverty count and Economically Disadvantaged forms for our district. • Funds are used to raise reading and math goals for academically disadvantaged students. • Kingston is a schoolwide school – serving all students.
Title IIA: Improving Teacher & Principal Quality • $51, 336. 83 + $4, 731. 21 carryover and unclaimed funds for a total of $56, 068. 04. • These funds provide Districtwide Professional Development opportunities, such as a teacher/curriculum coach for 2 days a week, tuition for teachers whom are continuing their degrees, and various high quality conferences. • Professional Development opportunities that have been funded- teacher/curriculum coach, CCOSA workshops, tuition for teachers attending college and taking tests.
Title IVA Oklahoma Champions of Excellence Program and Grant $37, 407. 50 • The purpose of this fund is to improve students’ academic achievement by providing all students with access to a wellrounded education; • improve school conditions for student learning; and • improve the use of technology in order to improve the academic achievement and digital literacy of all students. • • Six focal areas are: • Fine Arts Mathematics Science (with an emphasis on grades PK-5) Social Studies and Civics World Languages Safe and Healthy Schools • • •
Title V, RLIS Rural and Low-Income School Program $24, 082. 06 , w/no carry over for a total of $29, 24, 082. 06 These funds are generated from 20% of students living below the poverty line. Funds are used for math and reading software and the parent notification system.
Title VI: Indian Education • $101, 077 • This program works with at risk Indian Education students in reading and math while also providing cultural experiences/education. • The funding from this program pays for 2 certified teachers, 3 paras, 5 before and after school, and Saturday school tutoring, and instructional supplies if funding is available. • A 506 form must be on file for Indian Education Students to receive services. • The student, a parent or a grandparent must have tribal membership to participate in the program. Johnson O’Malley • $15, 369. 00 for 2019 -20 • This program is to financially assist those efforts designed to meet the specialized and unique educational needs of eligible Indian students. • The funding from this program pays for school supplies, art supplies, Camp Goddard and other cultural activities. • A 506 form must be on file for Indian Education Students to receive services. • The student must have tribal membership or citizenship card to participate in the program. Impact Aid 7002 Federal Property: Loss of Taxation – Lake Texoma • Reimburses LEA’s for tax revenue lost by the removal from the tax rolls of land acquired by the Federal Government since 1938. • Impact Aid Federal Property payments offset some of the tax loss school districts experience on an annual basis. • Estimate Taxable Value of Eligible Federal Acres is $579, 683. 94. Kingston should be receiving $8, 836, 303 if fully funded. • Kingston receives only about $650, 000 yearly which is only approx. 3 -4% of what should be paid to the district. Funds can be used at the schools discretion.
Impact Aid 7003 Indian Lands: Student’s living on Indian Lands, Parents working on Indian Lands, Parents Active Uniformed Service • Oldest K-12 Federal Education Program, President Truman signed into law in 1950. • Reimburses school districts for the loss of local taxes as Federal Property is removed from tax rolls. Such as: Indian Trust and Treaties, Tribal Industries, Military. • 3 % of ADA Student’s living on Indian, Military Land. 10 % of Parents whom are civilians working on Indian land or Federal Property. • Kingston receives about $212, 000 yearly. Funds can be used at the schools discretion.
Special Education Flowthrough and Preschool • 621 Flowthrough $294, 192. 93 (2020 -2021) • 641 Preschool $18, 439. 47 (2020 -2020) • Kingston has approximately 356 students enrolled Special Education. • Kingston has One (1) SPED Director, Five (5) Elementary Teachers and Seventeen (17) Paraprofessionals, • Two (2) Middle School Teachers and Four (4) Paraprofessionals, • Three (3) High School Teachers and Three (3) Paraprofessionals
