GOVERNMENT’S VISION o To build a prosperous nation with long-term economic growth, sustainable and equitable development, enhanced livelihoods of people and reduced poverty incidence. ( Rectangular Strategy Phase III (RS III), with focus on Growth, Employment, Equity and Efficiency) o Respond to Government’s Vision, TVET definitely has a positive role to play in life‐‐‐long employability, prosperity, equity and poverty reduction. 4
MANDATE OF MLVT o The Royal Government of Cambodia has given the Ministry of Labour and Vocational Training a mission to direct and manage Labour and Vocational Training in the Kingdom of Cambodia. (Article 2 of Sub-decree 52 dated 1 April 2005 states); o TVET Responsibilities: • To prepare and develop the National TVET Policy; • To prepare a policy and manage TVET systems; • institutions, centers and schools providing TVET services; • To control, to monitor, and to evaluate public and private TVET institutions; 5
MANDATE OF MLVT contd. . o TVET Responsibilities: • To cooperate with enterprises and institutions to strengthen and to promote TVET • To prepare and to develop occupation or work standards that meet national and international market needs • To develop and to manage testing or assessment, testing the levels of professionalism of all occupations, and to give or to confiscate licenses or certificates acknowledging the levels of professionalism based on test results. 6

TVET SECTOR REFORM o Transforming TVET in Cambodia from low quality, secondchoice learning, into higher quality learning opportunities, driven by labour market-demand, Continues to require an ongoing, systemized and coordinate approach by: 1. linking training to market demand; 2. ensuring training quality for enhanced productivity; 3. The auditing of provider processes and outcomes • QA Audit results 1 st QA Audit • QA Audit Results of all TVET Institutions were disseminated to all public TVET institutions on 28 January 2014 2 nd Round of QA Audit • The external audits in all the 38 public TVET institutions in Cambodia were completed at the end of December 2014. • The reports of the Quality Audit of all public TVET institution have been finalized with the approval from senior management of DGTVET. 19
