Background Information Senate Bill 175 (2019) calls for the Kentucky Department of Education (KDE)

Background Information Senate Bill 175 (2019) calls for the Kentucky Department of Education (KDE) to implement a process for reviewing all academic standards and aligned assessments beginning in the 2017 -18 school year. The current schedule calls for one or two content areas to be reviewed each year and every six years thereafter on a rotating basis. The rotation schedule began in the summer of 2017 by soliciting feedback on English/language arts, mathematics and health/physical education standards. Reading and writing (English/language arts) and mathematics were the first to be reviewed for the Kentucky Alternate Assessment with a quick follow up of new social studies standards. As noted in Senate Bill 175, the changes that occur and apply to all areas of learning must also apply to the Kentucky Alternate Assessment-May 15, 2020 2

Timeline of Alternate Assessment Targets Development December 2019 and January 2020: } Kentucky Department of Education (KDE) content, special education and assessment/accountability consultants along with Regional Low Incidence Consultants met to develop Alternate Assessment Targets. The intent of the target was to reduce the depth and breadth of the Kentucky Academic Standards when possible without breaking alignment. Kentucky Alternate Assessment-May 15, 2020 6

Alternate Assessment Targets (continued) } Increased number from 6 to 10 standards (except writing) in order to allow more flexibility in covering content both in a collaborative or resource settings, and to write assessment items. } The original intent by the United States Department of Education (USED) was to assess all Kentucky Academic Standards. Defining an Alternate Assessment Target An Alternate Assessment Target represents limits to a selected

Defining an Alternate Assessment Target An Alternate Assessment Target represents limits to a selected Kentucky Academic Standard. An Alternate Assessment Target may reduce parts of the standard with specific guidance to what an assessment item could represent. Not all Kentucky Academic Standards selected for assessments will have an Alternate Assessment Target and may display the language: “No limitations. All parts of the Kentucky Academic Standard are eligible to be included as an assessment item. ” This would mean that the entire standard in its original form is reduced in depth and breadth and is eligible in its entirety to be used in the development of assessment items. Kentucky Academic Standards and AA Targets Mathematics Example Grade 3 DOMAIN Standard Clarifications Operations & Algebraic Thinking KY. 3. OA. 1 Kentucky Academic Standard : Interpret and demonstrate products of whole numbers. Window 1 MP. 2, MP. 5 Alternate Assessment Target: Limit to models for multiplication situations with products within 100 [10 x 10]. KY. 3. OA. 2 Kentucky Academic Standard : Interpret and demonstrate whole-number quotients of whole Window 1 numbers, where objects are partitioned into equal shares (division-equal shares to all). MP. 2, MP. 5 Alternate Assessment Target: Limit to models for division situations with quotients within 100. KY. 3. OA. 3 Kentucky Academic Standard : Use multiplication and division within 100 to solve word problems Window 2 in situations involving equal groups, arrays and measurement quantities, by using drawings and equations with a symbol for the unknown number to represent the problem. MP. 1, MP. 4 Alternate Assessment Target: Limit to models for multiplication and division word problems with solutions within 100. Clarifications Students use models for multiplication situations. For example, students interpret 5 x 7 as the total number of objects in 5 groups of 7 objects each. Coherence KY. 2. OA. 4→KY. 3. OA. 1→KY. 4. OA. 1 Clarification as noted clarifies the standard. Students use models for division situations. For example, students interpret 56 ÷ 8 as the number of 56 objects are partitioned equally into 8 shares, or as a number of shares when 56 objects are partitioned into equal shares of 8 object each. Coherence KY. 3. OA. 1→KY. 3. OA. 2→KY. 5. NF. 3 Students flexibly model or represent multiplication and division situations or context problems (involving products and quotients up to 100). Coherence represents the progression from grade to grade. Note: Drawings need not show detail, but accurately represent the quantities involved in the task. See Table 2 in Appendix A.
