PROBLEM STATEMENT Between the years of 2007 -2010, Partridge and Clearview Apartments were experiencing a significant gang, violent crime and livability crime issue. The problem was subsequently assessed and revisited again in 2013, using the SARA model.
SARA--SCANNING
SCANNING Identified recurring problems of concern to the public and the police • Ongoing livability issues • Gang participation & crimes committed on behalf of the gang • Increase in violent crimes
SCANNING Identified the consequences of the problem for the community and the police • Perceived fear of crime • Heavy resource allocation based on calls for service and criminal incident response, limiting response to other parts of the city
SCANNING Prioritized the problems • Decrease overall criminal incidents • Decrease need for police presence • Increase community involvement • Eliminate fear of crime
SCANNING Determined the frequency of the problem & identified length of problem • Anecdotal evidence that the problem was out of control & was occurring daily
SCANNING Developed broad goals • Increase foot patrols & offender home visits • Consistent tracking of activity within both complexes by all involved parties • Thorough and timely reporting from law enforcement • Identify suitable crime targets • Identify guardian • Identify motivated offenders within both complexes • Identify repeat offenders that may be attacking different targets Return to Home Page

LESSONS LEARNED
LESSONS LEARNED • Our lack of total understanding of the problem may have initially caused a resurgence in 2013. • Our coordination with other resources may have failed because of regular turn over. We should have built in more redundancy. • Our problem solving is not complete but we do not have an ongoing plan for crime increases or offender creep. • A formal plan was not created with analysis during the first phase of the project. SARA was followed in the second phase as a result of a Crime Analyst. Return to Home Page
