Kansas Watershed Restoration and Protection Strategy (KS WRAPS) Milford Reservoir WRAPS Amanda Reed, Chief Watershed Management Section Ks Department of Health & Environment Our vision is 'healthy Kansans living in safe and sustainable environments'. The state belongs to all of us - "Kansas Don't Spoil It"
Purpose is to protect and restore Kansas watersheds Restore / Protect quality of drinking water Preserve the life of federal reservoirs Improve aquatic ecosystems Our Mission: To protect and improve the health and environment of all Kansans.
• Local issues – Local solutions – Local stakeholders identify watershed issues (reservoir sedimentation, blue green algae blooms, nutrient or bacteria abatement) – Establishing watershed goals – Creating a conservation strategy to achieve goals – Implementing the strategy – Local Watershed Plans • Project example: fence, buffer and alternative water for livestock to remove cattle from the Solomon River, just above Kirwin Reservoir. The Solomon has a Phosphorous TMDL and Kirwin Reservoir has a TMDL for Eutrophication. Our Mission: To protect and improve the health and environment of all Kansans.

Restoration and Nonpoint Source Focus o Implementation of Total Maximum Daily Loads o Impaired Waters - 303(d) List o Directly addressing High and Low Priority TMDLs for: • Bacteria – Salt Creek near Hollis (High) • Dissolved Oxygen – Salt Creek near Hollis (High) • Eutrophication – Belleville City Lake (Low) o New Eutrophication TMDL Milford Reservoir Our Mission: To protect and improve the health and environment of all Kansans.
Restoration and Nonpoint Source Focus o Directly addressing 303 d listed impairments for: • Total Phosphorus –Buffalo Creek near Concordia • Total Phosphorus – Mulberry Creek near Clifton • Total Phosphorus – Peats Creek near Clifton • Total Suspended Solids – Republican River near Clay Center (Station 504) • Total Suspended Solids – Republican River near Clay Center (Station 503) • Total Suspended Solids – Salt Creek near Hollis TMDLs provide NPS load reduction goals: Our Mission: To protect and improve the health and environment of all Kansans.
Load Reduction needs for Milford Reservoir WRAPS Our Mission: To protect and improve the health and environment of all Kansans.
Load Reduction needs for Milford Reservoir WRAPS Will become 524, 488 lbs/yr of reduction needed Nitrogen Load Reduction becomes necessary with 2, 341, 263 lbs/yr of reduction needed Sediment will remain the same Our Mission: To protect and improve the health and environment of all Kansans.

Reaching Load Reduction Goals Funding • 319 Funding - Overall KDHE supports Milford WRAPS at $150, 000/yr on average. – Approximately $80, 000/yr. goes solely for BMPs, remainder goes to staffing/project management and service providers like livestock specialist for specific focus in Milford watershed. • In addition over the last few years the Milford WRAPS project has received an additional $221, 027 in supplemental 106 funding from KDHE BOW solely for BMP implementation of cropland livestock projects that will reduce Total Phosphorus loads entering the Republican River and ultimately Milford Reservoir. • Department of Ag/DOC funding $100, 000/year in 2 HUC 12’s (Peats Creek) for the last couple of years. Our Mission: To protect and improve the health and environment of all Kansans.
Reaching Load Reduction Goals • Since new load reduction goals are 4 x higher, implementation will have to increase. Total 10 year cost x 4 = $20, 544, 272 Total 10 Cropland Livestock Cost x 4 = $9, 267, 876 Our Mission: To protect and improve the health and environment of all Kansans.
