THEORIES Cohen : The delinquent subculture was mostly to be found in working class (Cohen, 1955: 73) Based on his book, Delinquent Boys : The Culture of The Gangs. According to him, when groups of working class youths realize they are unable to achieve the success of society through legitimate means, they develop statusfrustration. Goals are rejected and new and deviant goals, norms and values are created and a delinquent subculture is formed.

IDEATE Job opportunity Develop some business with microloan ( government’s help ) Have free skill trainings/workshops section ( handicraft, cooking, baking, )
TEST The locals agree to use micro loans? Ask people whether or not they accept the programs and take the opportunity get micro loans? The locals are willing to get some microloans?
