Job Description and Person Specification Learning & Development Business Partner (temporary 12 month position) Service Area: Central Services Responsible to: Head of Organisational Development Salary: £ 32, 234 - £ 35, 745 Job Purpose • • To support the delivery of the People Strategy by providing an effective and efficient Learning and Development service, ensuring our teams have the right skills, knowledge and understanding to support the achievement of our key strategic aims and objectives. With Primary responsibility for statutory/mandatory training, the role will lead on the design and deployment of our Foundationwide provision, plus broader developmental opportunities and interventions. Main Duties Responsibilities include but are not limited to: Service Delivery • • • Engage and work collaboratively with managers and HR Business Partners to support with the creation of robust learning needs analysis and propose, design and deliver fit for purpose solutions to meet their requirements. Manage the full training cycle (analysis/design/delivery/evaluation) for the Foundation, ensuring demand capacity plans enable services achieve compliance with all statutory/mandatory training requirements. Work with managers and colleagues to develop and implement effective onboarding/induction programmes and materials. Organise quality learning and development programmes and events as required, including selecting appropriate facilities and commissioning providers. Coordinate the Foundation’s Apprenticeship Programme and support to maximise the use of apprenticeship opportunities and new pathways. Support the HR Business Partners in identifying opportunities to improve performance and capability within service areas. Evaluate all learning and development activity at individual, team and organisational levels, including the measurement of the return on investment. Identify and secure external funding and effectively manage the utilisation of funding for learning and development activities. Increase CPD opportunities available for staff within the training offering. Support the Head of Organisational Development as required with a range of projects and interventions to embed the Foundation’s values and behavioural framework. Main Duties Communication & relationships • Develop and maintain good relationships with all employees, internal subject matter experts/trainers and external training and apprenticeship providers. • Proactively promote the work of the team to ensure employees have knowledge of learning and development opportunities and successes achieved by the initiatives. • Advise and support managers and team leaders with the consistent application of all L&D policies, procedures and processes, such as induction, probationary review, performance & development review and supervision. Service development • Ensure a professional and value-added OD/L&D service is provided at all times. • Shape the services offered by the OD/L&D function, including the review of relevant policies and procedures, documentation, guidance, toolkits and handbooks. • Undertake project work as required to ensure continuous improvement in current working practices. Information management and analysis • Maintain Management Information Systems to ensure the accurate recording and reporting of learning and development data and production of robust compliance reports to meet regulatory needs (Ofsted, CQC etc) and aid decision making across the Foundation. • Lead the development of a new Learning Management System (LMS), supporting the review of processes and implementation of the LMS with the supplier.
