PDS RESTRUCTURING Executive Summary Jet Propulsion Laboratory California Institute of Technology • Appoint a PDS Program Manager reporting directly to Director for Solar System Exploration • Appoint a JPL Deputy Program Scientist • Establish a PDS Science Steering Group to maintain Program/community alignment • Develop a Program Implementation Plan • Eliminate the Central Node through restructuring PDS engineering • Create a work unit for PDS Engineering; develop a zero-based staffing plan • Review current staffing assignments/capabilities vs the new plan; revise staffing as needed 2

How This Approach Differs From the Existing Organization Jet Propulsion Laboratory California Institute of Technology • Differentiates PDS Engineering from Program Management • Provides appropriate leverage, visibility, accountability, and focus to the Program Office and the doing organization – Periodic/regular meetings between Program Office, Division mgmt and HQ – Regular interface w/JPL program office & JPL upper mgmt – Engineering Management, System Engineer and Deputy Program Scientist in doing organizations that understand support the work required • Ensures stronger science support for scientists and science teams – Program Scientist provides valuable “outside of PDS/JPL” representation and is the voice of the Nodes and the science community – Deputy Program Scientist interfaces with JPL scientists, science teams and JPL projects and their Project Scientists – Program Science Steering Group “keeps the Program honest” • Follows the JPL Project model • Simplifies communication and decision making to have co-located Program Manager, Deputy Program Scientist, Engineering Manager, System Engineer 4
