January 2019 through April 2019: Launched the Collaborative in December 2018 by kicking off our first Working Group Meeting 1. Conducted Working Group meetings; 2. Held numerous roundtable discussions across the City; and 3. Launched an Online portal to collect input from Chicago residents May 2019: Clerk Valencia met with Mayor Lightfoot to discuss the Collaborative’s work June 2019: Present Recommendations
Create Pathways to Compliance - Focused on providing meaningful options, or pathways, for Chicago residents to achieve compliance. Evaluate Longstanding Practices - Conducting assessments and evaluations about a number of longstanding City practices and policies. Improve Access and Awareness - Informing residents about the City’s policies, programs and options. Building Equity, Sustainability & Viability - Building upon the Collaborative’s progress and assure long-term viability of reforms
Create Pathways to Compliance • City Sticker Ticket Reform • Targeted Debt Forgiveness Program • Reform Payment Plans • Reinstitute the 15 Day Grace Period for City Sticker Tickets • Eliminate Employment Barriers
Evaluate Longstanding Practices • Evaluate the Late Fee Structure for all Tickets • Assess the Overnight Winter Parking Restriction • Review the City’s Towing and Impoundment Practices • Conduct a Review of the City’s Ticketing Policies and Practices • Evaluate Street Signage
Improve Access and Awareness • Improve public education efforts with an emphasis on community collaboration. • Re-train and cross-train front line staff who interact with residents when paying their tickets, and when retrieving their vehicles from impoundments lots. Building Equity, Sustainability and Viability • Establish a Chicago Financial Justice Director Position • Work with the Chief Equity Officer to Conduct a Racial Equity Assessment
