Patent Policy and Procedures: The contributor is familiar with the IEEE 802 Patent Policy and Procedures <http: // ieee 802. org/guides/bylaws/sb-bylaws. pdf>, including the statement "IEEE standards may include the known use of patent(s), including patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard. " Early disclosure to the Working Group of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair <stuart@ok-brit. com> as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE 802. 11 Working Group. January 2007 doc. : IEEE 802. 11 -07/0116 r 1 WNG should start the process of transitioning 802. 11 e to WMM, thus recognising market reality • Wi-Fi Multi. Media (WMM) is a certification program with features similar to some parts of 802. 11 e. Further info: – http: //www. wi-fi. org/knowledge_center/wmm/ – http: //www. wi-fi. org/knowledge_center/wmmpowersave/ • WMM has been implemented extensively by industry instead of 802. 11 e • 802. 11 should transition 802. 11 e to incorporate WMM • A PAR should be developed to support the transition of 802. 11 e to WMM • A limited PAR scope, using the existing the WMM specification, should allow an aggressive schedule • The WNG SC should consider a motion to approve a PAR for the transition of 802. 11 to WMM Submission 2 Summary Myles et al.

January 2007 doc. : IEEE 802. 11 -07/0116 r 1 WMM has been implemented extensively by industry instead of 802. 11 e • Prior to the approval of 802. 11 e, the Wi-Fi Alliance (WFA) approved a Qo. S specification called Wi-Fi Multimedia (WMM) • For various reasons, equivalent features in WMM are not quite the same as those in 802. 11 e – Note that elements of WMM were contributed to 802. 11 e (see 11 -03 -0504 -07) • WMM is widely implemented and is certified by the WFA – Over 300 products have been certified by the WFA • In contrast, there are very few known implementations of 802. 11 e and there is no certification of 802. 11 e • This situation will continue because the WFA’s “n” certification is also likely to include WMM rather than 802. 11 e Submission 3 Myles et al.

January 2007 doc. : IEEE 802. 11 -07/0116 r 1 802. 11 should transition 802. 11 e to incorporate WMM • There is a principle that one should, "standardize what you build rather than build what you standardize“ • This principle supports the case for a transition of 802. 11 e to represent the reality of a WMM based world • Convergence of WMM & 802. 11 e will also decrease some confusion in the market from having two slightly different specifications Submission 4 Summary Myles et al.
