January 2001 doc. : IEEE 802. 11 -01/043 Summary of 11 -29 -00 Meeting

January 2001 doc. : IEEE 802. 11 -01/043 Summary of 11 -29 -00 Meeting • Purpose: To understand FCC position on new high-rate proposals for 2. 4 GHz ISM band • Attendees: – Intel: Barry Davis, V. Srinivasa Somayazulu , Peter Pitsch – FCC OET: Julius Knapp, John Reed, Karen Rackley and Neil Mc. Neil • Results: Clear message given from FCC that they will not approve any higher data rates for 2. 4 GHz under the current rules (FCC Part 15. 247) Submission Barry Davis, Intel

January 2001 doc. : IEEE 802. 11 -01/043 Specific Details • FCC has rejected

January 2001 doc. : IEEE 802. 11 -01/043 Specific Details • FCC has rejected all new proposals for high-rate at 2. 4 and came right out and said they would continue to do so under the current rules • The FCC will be rewriting Part 15. 247 • Goal: Redo the rules so that they are clear and flexible. Purpose: Do not want to have to block or bless every new proposal that comes up – “We will amend the rules so they don’t have to do rulemaking every 6 months” (quote from Julius Knapp in reference to the WBFH NPRM) – Primary goal of flexibility and robustness was their intent all along • No changes to the allowed data rates through interpretation or clarification Submission Barry Davis, Intel

January 2001 doc. : IEEE 802. 11 -01/043 FCC Action • FCC will call

January 2001 doc. : IEEE 802. 11 -01/043 FCC Action • FCC will call an industry open forum to solicit feedback from the industry and to hold a round table discussion • After this forum the following could occur : – Someone could petition for new rule making for 2. 4 – The FCC could self initiate new rule making for 2. 4 – No new rule making occurs Submission Barry Davis, Intel

January 2001 doc. : IEEE 802. 11 -01/043 Result • Based on FCC position

January 2001 doc. : IEEE 802. 11 -01/043 Result • Based on FCC position and possible Open Forum, TGg should delay the vote to choose a new high-rate proposal at 2. 4 GHz until after significant FCC discussion – This will allow IEEE industry participants to understand the issues behind regulatory approval of new data rates and impact to TGg PAR Submission Barry Davis, Intel
