TSAG meetings • 3 more TSAG meetings are planned: Sept. 2019, two meetings in 2020 • SGs are requested to start preparation of Question texts, proposed SG mandate for Resolution 2, and proposed lead study group role(s) • The TSAG meetings in 2020 will be initiated to review inputs from SGs • First draft to be submitted to the first TSAG meeting in 2020 (10 -14 Feb. 2020) and final draft to be submitted to the second TSAG meeting in 2020 (6 -10 July 2020)
Study Group Leadership Assembly (9 -10 Sept. 2019) • 9 (PM) and 10 (full day) September, Budapest (at ITU Telecom World) • Objectives – – To facilitate technical debate on various topics across ITU-T Study Groups To promote harmonization across ITU-T Study Groups To discuss strategic matters within the study period To facilitate preparation of WTSA-20 • Proposed themes for discussion: “IMT-2020/5 G”, “Numbering, addressing and identification”, “Multimedia coding, systems and applications” and “Security, privacy and trust” • Invitees: Leadership of ITU-T SGs and FGs, including Rapporteurs and experts
PP-18 and ITU-T (1) § New Resolution 209 “Encouraging the participation of small and medium enterprises in the work of the Union”: the participation of SMEs (up to 250 employees) in the Sectors (Associates) § Revised Resolution 169 “Admission of academia to participate in the work of the Union” allows Academia to participate in TSAG and act as Rapporteur, or as Associate Rapporteur § New Resolution 204 “Use of information and communication technologies to bridge the financial inclusion gap: ITU and ITU-T study groups to study financial inclusion for developing countries” § New Resolution 213 “Measures to improve, promote and strengthen ITU fellowships”: emphasizes the importance of criteria such as gender, inclusiveness and geographical distribution

Ts and SSC”: includes in scope SSC and the SDGs § New Resolution 206 “OTTs”: awareness, capacity building, and to continue the studies on OTT § Revised Resolution 177 “C&I”: cooperate with other organizations on C&I testing § New Resolution 207 “ITU Journal: ICT Discoveries” supports the ITU Journal, under the leadership of the TSBDir § Several Resolutions (30, 34, 123, 135, 137, 139, 201, 203) were amended which address bridging the digital divide / capacity building / standardization gap / financial inclusion gap / fellowships
WTSA-2020 § The World Telecommunication Standardization Assembly is held every four years and defines the next period of study for ITU-T. § WTSA-20 will take place in Hyderabad, India, 17 -27 November 2020 preceded by the Global Standards Symposium (GSS-20) on 16 November 2020. § Preparatory Meetings https: //www. itu. int/en/ITUT/wtsa 20/Pages/default. aspx Next WTSA will be at 2024

Study Structure and Mechanisms (1) • No change since 2008 (12 years at 2020) • Need “Look at outside of the box” approach • Find better way of ITU-T through review of procedures, SG structure and list of Questions • How to handle emerging new issues, including: – Cross-cutting issues – Independent issues – Convergence (industry, market) issues Restructuring or Re-Building?
Study Structure and Mechanisms (2) • Clear mandates with flexible operation: ITU-T SGs should respond to industry/market needs in a flexible manner • Assessment of current mechanisms and procedures: “time to market” and “value” • Strengthen collaboration within ITU and with other organizations is important • It is equally important to ensure this collaboration is constructive, practical and adding value
