TSAG meetings • 2 more TSAG meetings are planned: – 10 – 14 February 2020 and – 21 – 25 September in 2020 • SGs are requested to start preparation of Question texts, proposed SG mandate for Resolution 2, and proposed lead study group role(s) • The TSAG meetings in 2020 will be initiated to review inputs from SGs • First draft to be submitted to the first TSAG meeting in 2020 and final draft to be submitted to the second TSAG meeting in 2020 • In conjunction with TSAG, Inter-Regional Coordination meeting will be held at Geneva (possibly 18 Sep 2020)

Consideration for Study Group Structure and Mechanisms • No change since 2008 (12 years at 2020) • Standardization landscape has evolved and changed significantly • Need for ITU-T to adapt to rapidly changing circumstances in line with public and private sector participant expectations • Need to consider innovative and “outside-the-box” approaches • Enhance the operational efficiency and effectiveness of ITU-T deliverables through a review of procedures, SG structure and list of Questions • A re-engineered ITU-T SG structure requires the establishment of clear and flexible mandates in response to industry/market needs • Need to strengthen collaboration within ITU and with other organizations • Guidance from Member States and industry on how to implement the necessary changes is essential

Pros and Cons of proposed scenario Pros Cons • Reduce number of SGs: o Improves opportunities of member participation o Improves efficiency and effectiveness of SG operation o Contributes to improvement of effectiveness of TSB operation as a secretariat • Clearer scope of each SGs, so reduce overlap issues among SGs • Significant changes could raise concerns: o e. g. , confusion on the title and number of SGs o on a perceived decline of ITU-T activities; however, the enhanced efficiencies gained while maintaining the core mandate of ITU-T should balance this perception • Leadership continuity needs to be addressed: o SG chairs running for a second term needs to be taken into account o Members’ requests for leadership positions including regional and gender balance should be reflected in new structural arrangements • Larger, but more responsive and streamlined mandates of the SGs will: o Include the priority issues identified by the current SGs o o Be sufficiently flexible to permit the rearrangement of issues to maximize efficiency • Mandates of the SGs will reflect emerging technology, market trends as well as convergence • Size and scope of each SG with larger mandates could: o Create operational challenges o Place increased importance on the appointment of a strong and experienced leadership
