The Traffic Control Centre PURPOSE Problem: Communication between systems/services/procedures Cartography Equipped vehicles Parking Info Bus control centre Enforcement cameras The goal: to create an integrated system able to collect data, analyse problems and elaborate strategies in order to decrease congestion, inform citizens in real time e provide tools for traffic planning VMS Accident detection SMS for info Inductive loops Web Maps Traffic light control
The Traffic Control Centre PURPOSE Solution: an integrated platform in a distributed environment Parking Info Equipped vehicles Cartography Bus control centre Enforcement cameras Cisium VMS Accident detection Web Maps Inductive loops SMS for info Traffic light control
The Traffic Control Centre UTMC (CISIUM) new Traffic Control Centre Based on UTOPIA software, the UTMC integrates: georeferencing tools (cartography), models of traffic prediction, event management and the Travel Planner platform Goals: • Better real time traffic monitoring • Provide tools for traffic planning • Real Time Information for road users Actions: • Improvement of centralised traffic light control (new sensors and traffic light equipment) • Integration to the LTZ/bus lanes control gates • Integration of the real time bus control centre for BUS prioritisation • More than 40 Variable Message Signs • Real Time Traffic Information on web, sms, email, satellite GPS car navigator systems • Mobile centre for pollution monitoring
The Traffic Control Centre Some features and services Geographic Information System Vectorial cartography of the urban area Road graph All mobility layers georeferenced (traffic lights, inductive loops, VMS, cameras…) Data provided by SIT (Informative System for the Territory): database Oracle processed by Arc. SDE (ESRI)
The Traffic Control Centre Some features and services The Utopia System for traffic light regulation 170 intersections controlled UTOPIA Urban Traffic Control System About 1, 000 inductive loops Dynamic phase optimisation Analyse and diagnostic tools Prioritisation of Bus
The Traffic Control Centre Some features and services Travel Planner Travel planner integrated with P&R services, bus and private traffic prediction services
The Traffic Control Centre Some features and services Level service of street Speed Factor (SF): to indicate the average speed available for a single road segment. Congestion Index (CI): to indicate the level of congestion of a whole road graph (i. e. : a row of road segments); different road graph will be typified in the road network map using different colours to show the different CI. Data Source: • Inductive loops at traffic lights • Bus fleet (GPS connection to detect vehicles speed in real time) • 5 equipped vehicles going around (in different days and time)
The Traffic Control Centre Some features and services Parking availability info system 13 VMS for Parking Info 5 Car Park connected to the centre
The Traffic Control Centre Some features and services Video Message Signs Network 47 VMS in the urban and metropolitan area Information about traffic rules, events
The Traffic Control Centre Some features and services Real time information on traffic real-time image of road events and roads’ level of service real-time information available also within Google Maps
ITS, enforcement and traffic policy 1 a. Road network Down Town mediaeval scheme narrow streets lack of space Main streets (to access the Centre) Not all of them can be used to freely enter the Centre (bus lanes, oneway, …) LTZ Limited Traffic Zone 3. 2 km 2
ITS, enforcement and traffic policy 1 c. ITS, enforcement and traffic policy LTZ and main bus lanes access is based on an authorising system: with the support of ITS (cameras) transgressors are automatically fined. Down Town Main streets (to access the Centre) LTZ Cameras
ITS, enforcement and traffic policy SIRIO: Monitoring system to check access to LTZ - Launched in Feb. 2005 • LTZ Area: 3. 2 km 2 (around the 80% of the city centre) • Restrictions from 7 AM to 8 PM, no restrictions on Saturdays • LTZ Access control: 10 gates monitored by cameras • The system automatically generates fines for transgressors • Number of LTZ Access Authorisations: around 60, 000 LTZ HISTORICAL CENTRE
ITS, enforcement and traffic policy RITA: Monitoring system to check access to bus lanes and “T” Area • Access control to the “T” Area : 3 gates • Access control to bus lanes : 10 gates monitored by cameras (also motorbikes) • Access control to University Area : 2 gates monitored by cameras (also motorbikes) • restrictions are effective 24 h a day • The system automatically generates fines for transgressors
ITS, enforcement and traffic policy SIRIO e RITA positioning SIRIO RITA Zona “U” SIRIO - 9 gates in LTZ RITA - 3 gates in “T” area RITA - 8 gates to control bus lanes UNIVERSITY “U” AREA 2 gates to control semi pedestrian area
ITS, enforcement and traffic policy ITS results (since 2004) • - 25% of unauthorised cars in LTZ • - 30% in the 3 main roads in the centre • - 70% of unauthorised vehicles in “U” area • - 70% of unauthorised cars in PT dedicated lanes Access in LTZ trend: average day of Feb. h. 7 - 20 24 h.
ITS, enforcement and traffic policy Trends for cars - 1999=100 Downside: spreading of motorvehicles in Bologna
