California’s ESSA State Plan TOM TORLAKSON State Superintendent of Public Instruction • Committed to ensuring ESSA State Plan meets federal requirements while allowing California to fully implement the LCFF • California has been working to develop an integrated state, federal and local accountability system grounded in the principles of LCFF, which empowers local communities to make local decisions to address local needs 2

Next Steps TOM TORLAKSON State Superintendent of Public Instruction • The Addendum is scheduled to go before the State Board of Education in March for approval, after which CDE will roll out training and support to LEAs. • LEAs will complete the Addendum and submit it to the CDE for review as part of their application for funding for the 2018 -19 school year. • A readers conference to review submitted Addenda is being tentatively scheduled for late September – early October of 2018. 12
