The usual stages for certification include: 1. Sales meeting between certification body and client organization 2. Stage 1 initial evaluation audit 3. Stage 2 Full evaluation audit, which if passed leads to certification 4. 5 x Surveillance audits, every six months, on parts of the management system 5. After 3 years, a full re-evaluation audit, and a new certificate The initial draft of 17021 -5 by the PC 251 Ad Hoc Group in 2012 contained a number of hard competency requirements. On learning about the Stage 1 audit, ISO/CASCO/WG 39’s members were able to dilute many of these requirements by shifting them to being information requirements to be determined during the Stage 1 audit, for the planning of the Stage 2 audits It had been expected that a draft would be released for comment following the WG 39 meeting in February. However, the Secretary of ISO/CASCO (ISO’s Policy Committee for conformity assessment) decided that the draft developed during the meeting was sufficient to go forward for ballot as it was.

The ballot of the Draft Technical Specification (DTS) of ISO/IEC TS 17021 -5 is being delayed until the Final Draft International Standards (FDISs) of the ISO 5500 xs are ready, so that they can be conducted concurrently. The ballot will be conducted by ISO/CASCO. Members should contact their national standards body mirror process for ISO/CASCO to try to influence the vote on the DTS. The draft will be circulated to ISO/PC 251’s members for information only, at the same time.
