Football Field Complex (FFC) Remedial Strategy FFC Pre-Design Investigation Summary Proposed Remedy (July 2018 – September 2020) • Interim Remedial Measure (IRM) – Fall 2020 • Detection of PCBs, metals, PAHs and VOCs in shallow soils above screening criteria • Detection of PCBs, metals, PAHs and VOCs in soils above screening criteria for protection of groundwater • Detections of PCBs above hazardous waste criteria in soil • Detection of PCBs, metals and VOCs in on-site groundwater in areas with no buildings • Characterize extent, integrity and contents of former industrial sewer and detections of PCBs above hazardous waste criteria in sewer contents. No evidence of release to surrounding soils • Soil Removal and Off-Site Disposal • • Prevent potential exposure to contamination in surface and shallow soils Excavation of subsurface soils above Site Cleanup Standards • Former Industrial Sewer Removal • Cover System Construction • Institutional Controls (to prevent exposure to soil, groundwater and soil vapor) • Site Management Plan • Groundwater Use Restrictions • Prevent potential exposure & use of groundwater • Cover System Maintenance • Prevent potential exposure to contamination remaining in underlying soils • Vapor Intrusion Evaluation (Future Construction) • Prevent potential exposure via vapor intrusion • Groundwater Monitoring

Community Air Monitoring Ambient Air Monitoring • Additional monitors upwind and downwind of excavation, stockpiling and loading activities • Samples will be collected for PCB analyses when soils with PCBs > 50 mg/kg are handled. • Tisch (PCB) air monitoring locations including air intakes on top of EHS building • Results will be posted weekly to the NYSDEC web site. Current Data: http: //nydec-elmira. s 3 -website-us-east 1. amazonaws. com/list. html? prefix=IRM%204 A/Air%20 Monitoring/ Dust (PM 10) Monitoring • Monitors placed at CAMP locations at the Site perimeter • Dust levels measured continuously • Readings are available in realtime with telemetry • Notifications sent when dust levels exceed action levels
Truck Routes for Off-Site Disposal • Trucks will enter and exit the Site between the hours of 7: 00 AM and 5: 00 PM except during student arrival (7: 45 – 8: 30 AM) and departure (2: 30 – 3: 15 PM) when school is in session. • No truck traffic will occur outside those hours without prior notification of NYSDEC.
