2008 IPS General overview • 2008 was the first year that the IPS Calendar was timely implemented in its entire cycle

2008 IPS General overview • 8 Strategic Planning Committees organized during the period Jan. Dec • 2008 IPS calendar finalization and approval (DSDC, MEI, Mo. F)-Jan • Macroeconomic and Fiscal Framework 2009 -2011 approval -Jan • 2008 Ministry Integrated Plans preparation and finalization, including the MTBP Annual Report of Results Jan-March • Policy Priority Note preparation (reflected in MTBP ceilings) Feb • MTBP 2009 -2011, and budget for 2009 approved by Co. M - Oct

2008 IPS General overview • NSDI 2007 -2013 approved on 12. 03. 2008 • 37 sectorial and crosscutting strategies – 24 sector and crosscutting strategies are approved with Co. M decision; – 5 are in the process of being approved; – 8 in the preparation process. • NSDI Progress Report 2006 -2007: – consulted in two roundtables: civil society and donor comunity ; (November) – sent for comments to parliamentary committees – finalized in December 2008.

A - Donors roundtables – May, Nov Database update and analysis of EA – July - Nov High-Level Forum in Accra participation – Sep Sector Working Groups revitalization and enhancement of Go. A leadership.

SWG meetings for 2008 Problems and difficulties encountered • Some SWG have not met during the year • Donors and LM not totally involved in the process (feedbacks, minutes, materials, analysis, project proposals, commitments) • Difficulties when 2 LM are involved • Donors request individual meetings with LMs; there are cases when DSDC is not informed • SWG performance measurement (targets, products, indicators) – should be focused on results; need to apply Paris Indicators to the sector level and use them to monitor progress in each sector

External Assistance Updating Donor Database - Problems and difficulties encountered during 2008 • Partial reporting from some donors (most data lacking the actual disbursement rates or provisions for the next year/s) • Some donors did not report and some others reported very late • Reporting format some times not compatible to the DSDC required data.

Key Challenges 2009 • Operationalise the functioning of IPS Coordination Group • Improve overall inclusion of EI agenda in IPS coordination • Improve overall monitoring framework – Considerable delays in NSDI TA for DSDC • Better reflection of External Assistance projects in the budget and treasury systems • Considerable delays in IPSIS – EAMIS establishment • Overall aim for 2009: shifting from process to quality
