ESSA, PUBLIC LAW 115 -224 • Every Student Succeeds Act (ESSA) requires every Title I school to develop a Title I Schoolwide or Targeted Assistance Plan; • Plans are designed to capture, in writing, a focused and coherent course of action to provide for all of the students in a Title I program the opportunity to meet the challenging State academic standards. 2 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Additional ESSA Requirements Title I Schoolwide or Targeted Assistance Plans: • Require a Comprehensive Needs Assessment of the entire school; • Require the involvement of parents and other community members (Title I Committee); • Require the plans in effect for the duration of school’s participation in the Title I, Part A program; • Require the plans to be monitored and revised as necessary based on student needs to ensure that all students are provided opportunities to meet the challenging State academic standards. 3 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
SCHOOLWIDE SCHOOL PROGRAMS VS. TARGETED ASSISTANCE PROGRAMS • A school served with Title I, Part A funds in a Schoolwide setting will serve all students, and the schoolwide program will upgrade the entire educational program of the school, ESSA, Section 1114; • A school served with Title I, Part A funds in a Targeted Assistance setting will provide services only to eligible children under ESSA, Section 1115(B) identified by the school as failing or most at risk of failing to meet the challenging State academic standards. 4 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Schoolwide/Targeted Intention Tab • Sites that apply to become Schoolwide or Targeted Assistance schools for the first time must complete the Schoolwide/Targeted Intention Tab (SW/TA Intention) located in the Title I, Part A application. • Sites that are under 35% poverty level, and looking for a waiver from OSDE to operate as Schoolwide schools or Targeted Assistance schools, must also complete the Schoolwide/Targeted Intention Tab; • The Plan must be uploaded in the Consolidated Application on or before September 30, 2021. Please use the revised templates posted on the Federal Programs website; • These sites will not receive approval to operate as Title I Schoolwide or Targeted Assistance schools in FY 22 if this deadline is missed. 5 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
What Stayed the Same in FY 22? • Parents and community stakeholders must be involved; • A Comprehensive Needs Assessment must be conducted in order to determine the school’s needs; • Plans are developed in coordination and integration with other Federal, State, and local services, resources, and other programs; • Plan’s implementation shall be regularly monitored and revised as necessary based on student needs, to provide additional assistance to enable such students to meet the challenging State academic standards. 6 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Planning A Schoolwide and Targeted Assistance Programs • Planning is a systematic process of setting priorities, and the steps needed to be taken in order to achieve a desired goal; • Planning the Schoolwide or Targeted Assistance programs will be a collective effort made by the staff, parents and community to bring school changes in order to improve student performance. 7 INTRODUCTIION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Six-Step Planning Process Step 1: Establishing a Planning Team • The principal, district official or the school leader convenes a preplanning team, or utilizes an existing team; • The pre-planning team lays the groundwork for the actual planning team that will likely undertake the whole planning process; • The planning team must be representative of people committed to the concept of whole school reform, be sufficiently diverse to represent the demographics of the school and community, and be familiar with the role of the schoolwide or targeted assistance option in achieving it. It is recommended to have a facilitator; data and assessment specialist; technology specialist; curriculum specialist; teachers, paraprofessionals, central office representatives, parents and community members. 8 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Six-Step Planning Process Step 2: Conducting a Comprehensive Needs Assessment • Clarify the vision for reform; • Create a school profile to include: student achievement, curriculum and instruction, professional development, family and community involvement, school context and organization; • Determine data collection methods; • Collect data and summarize evidence; • Analyze program needs and setting goals. 9 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Six-Step Planning Process Step 3: Clarifying Needs and Finding Evidence-based Strategies • Identify "high priority needs", generate solutions, and define priorities; • Select or develop assessment tools that match the curriculum; • Assign cross-grade level teams to establish common practices and standards; • Research for evidence-based solutions that will address the needs. 10 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Six-Step Planning Process Step 4: Setting Schoolwide or Targeted Assistance Program Goals • Understand the ESSA requirements for Schoolwide programs (Section 1114) and Targeted Assistance programs (Section 1115); • Connect the goals and the strategies to achieve the goals • Are goals clear and measurable? • What strategies are implemented so the goals be achievable by all students? • What achievement benchmarks are used? • What professional development will be provided to achieve the indicated goals? • What human and/or material resources will be necessary to meet the goals (e. g. technology, textbooks, teaching specialists, instructional coaches, etc. ), and what funding is available? • What role(s) will parents and the community play in achieving the goals? 11 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Six-Step Planning Process Step 5. Writing the Schoolwide or Targeted Assistance Plan • The Comprehensive Needs Assessment was conducted, its results have been analyzed, and the needs were prioritized; • Evidence-based strategies have been researched and program goals have been set; • It is time then to have the planning team put all the parts together by addressing each plan component, and bring focus and coherence to all previously separate aspects of the school. 12 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Six-Step Planning Process Step 6. Finalizing the Schoolwide or Targeted Assistance Plan • Inform as many stakeholders as possible about the plan and disseminate the final draft; • Offer opportunities for feedback and engage in collaborative discussions with stakeholders; • Finalize the plan and commit to continuous improvement; • Implement the plan and evaluate it periodically; • Review and revise the plan as necessary. 13 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
Best Practices • Train the school staff to understand: • The difference between Schoolwide School and Targeted Assistance Programs; • Which educational program the school site is implementing; • Title I Committee meetings are continuous for reviewing and updating the site program; • Title I Parent meetings are interactive, engaging, informative, and ongoing; • Site plans must be accessible for review to parents, community stakeholders, and other educators upon request. 14 INTRODUCTION TO SCHOOLWIDE AND TARGETED ASSISTANCE PROGRAMS
