English Language Learners (ELL) Students who are English Language Learners may apply to any high school in New York City. All high schools must provide ELL services for students. There are three different ELL service delivery models offered in NYC public high schools. ELL students are eligible for supports and accommodations on admissions-related tests and auditions. TIP There are programs designed to serve students who are learning English. These programs admit students according to home language, years in the country, or English proficiency. 7

**NEW --- WAITLISTS ** • The waitlists will be designed to be intuitive and easy-to-use for schools and families. • Students will be placed on waitlists for all schools listed higher on their application than the school to which they are offered. • If a family receives an offer to their 5 thchoice, they will be on waitlists for the 4 schools listed higher on their application. Families will be able to see their position on each waitlist. • For open/screened schools, a family’s position on the waitlist is determined by each school’s specific priority structure and within the priority groups, the student’s random number. For screened schools, students are ordered by priority structure and rank. • If a seat becomes available at a school, it would be offered to the next student on the waitlist. • Schools may begin contacting waitlisted families as soon as they have seats available. • Schools that have seats after the main round can start admitting new students and students seeking transfers earlier, rather than waiting for subsequent rounds 40
