JTC Broadcast q The EBU/ETSI JTC Broadcast was established in 1990 to co-ordinate the drafting of standards in the specific field of broadcasting and related fields. q Since 1995 the JTC Broadcast became a tripartite body by including in the Memorandum of Understanding also CENELEC, which is responsible for the standardization of radio and television receivers. q The European Broadcasting Union (EBU) is a professional association of broadcasting organizations whose work includes the co-ordination of its members' activities in the technical, legal, programme-making and programmeexchange domains. The European Broadcasting Union (EBU) has active members in about 60 countries in the European broadcasting area; 8 SEM 02 -10

BROADCAST SUMMARY q The committee assesses the work performed within e. g. DVB, World. DAB and is responsible for broadcast systems (emissionreception combination) for television, radio, data and other services via satellite, cable and terrestrial transmitters. CENELEC is responsible for the standardization of radio and television receivers (TC 203, 206, 209). q Technical activities Ø Digital Video Broadcasting (DVB) and Multimedia Home Platform (MHP) Ø Digital Audio Broadcasting (DAB) Ø Analogue TV: Programme Delivery Control (PDC), Wide-Screen Signaling (WSS), Electronic Programme Guide (EPG), Teletext, NICAM, PAL/SECAM ghosting Ø Analogue RADIO: DAta Radio Channel (DARC) and VHF FM Sound Broadcasting Transmitters Ø Audio/Video Coding: ETSI has published guidelines on the use of compression formats. Amongst other things, these make more viable the implementation of HDTV services over DVB by the inclusion of the high performance compression in MPEG-4 part 10. Ø DVB-H (Handheld DVB) is an optimisation of the terrestrial DVB-T standard to allow broadcasting to handheld devices. The modifications include optimisations for battery management and for the speed of movement of the receiver 9 SEM 02 -10

Digital Video Broadcasting (DVB) q The work of ETSI falls into two parts: system specifications and standards to assist equipment to be placed on the market in line with European legislation (Harmonized Standards). q DVB System Specifications Ø The Digital Video Broadcasting Project (DVB) is an industry-led consortium of over 260 broadcasters, manufacturers, network operators, software developers, regulatory bodies and others in over 35 countries committed to designing global standards for the global delivery of digital television and data services. Services using DVB standards are available on every continent. Ø ETSI standards for DVB system specifications are developed in the EBU/CENELEC/ETSI Joint Technical Committee Broadcast, based on proposals from the DVB Project. 10 SEM 02 -10

DVB Return Channel by Satellite (RCS) q EN 301 790 - Interaction channel for satellite distribution systems q The document forms the specification for the provision of the interaction channel for GEO satellite interactive networks with fixed Return Channel Satellite Terminals (RCST). q The document facilitates the use of RCSTs for individual or collective installation in a domestic environment. It also supports the connection of such terminals with in-house data networks. q The revision accomplished in 2002 provides the means to extend the applicability of the standard to regenerative satellite systems. This revision also allows for reduction in terminal costs without significantly impacting the performance. q The revision accomplished in 2004 integrates the DVB-S 2 standard forward link transmission. DVB-S 2 is the second generation standard for satellite transmission, which provides higher power and bandwidth efficiency as well as adaptive coding and modulation. 11 SEM 02 -10

S); Addressing; Multicast and Security etc. q Satellite Independent Service Access Point (SI-SAP) defined as the interface between the upper and lower layers Ø An abstract functional interface Ø Applicable to all satellite networks q The lower layers contain the satellite specific functions.
