From 2000, on annual average, natural disasters affected about 400 million people, forced the evacuation of 10 million people, and destroyed more than 2 million dwelling houses. The direct economic losses exceeded RMB 300 billion yuan.

Legal Framework Emergency Response Law of the People's Republic of China promulgated on 30 August 2007, enter into force on 1 November 2007. Regulation on Natural Disaster Relief promulgated on 8 July 2010, enter into force on 1 September 2010.

Institutional Setup At the central level, China National Commission for Disaster Reduction (NCDR) is the highest coordinating organ for disaster relief. NCDR is composed of 35 disaster-related ministries or agencies in China. The general office of NCDR is set up under the Ministry of Civil Affairs.
