INSARAG response framework
INSARAG
INSARAG was established in 1991 following the 1988 Armenia earthquake. Guided by UN General Assembly Resolution 57/150 “Strengthening the Effectiveness and Coordination of International Urban Search and Rescue Assistance”.
Global network of more than 80 countries and organizations Aims to establish minimum international standards and establish methodology for international coordination
Facilitate coordination between USAR teams responding to a disaster. Practice coordination and using standards through exercises. The INSARAG Guidelines can be found online.

The INSARAG External Classification (IEC) is a voluntary, independent peer review process of international USAR teams. Classified as "Medium” or "Heavy” teams. As of 2017, there are 47 internationally classified teams globally.
The Levels of an IEC: Heavy Teams -technical search and rescue in collapsed or failed structures of heavy wood/ reinforced masonry with structural steel -rigging and lifting -international deployment mandated -can operate at 2 sites simultaneously Medium Teams Can perform all the above, but only has the capacity for a single work site at a time
