Assessment Asesu • Volume of assessment included in qualifications often impacts on the time available for high quality teaching and learning. • Mae maint yr asesiad a gynhwysir mewn cymwysterau yn aml yn effeithio ar yr amser sydd ar gael ar gyfer addysgu a dysgu o ansawdd uchel. • Some qualifications are being over-assessed which can make the assessments unmanageable for learners. • Mae rhai cymwysterau'n cael eu gor-asesu a gall hynny wneud yr asesiadau yn anhylaw i ddysgwyr. • There is an over-reliance on written work as the main form of assessment, even as evidence of the completion of practical tasks. • Mae gormod o ddibyniaeth ar waith ysgrifenedig fel y prif fath o asesiad, hyd yn oed fel tystiolaeth o gwblhau tasgau ymarferol. • There were inconsistencies between assessments devised by different centres with some learners telling us that assessments were unclear and difficult to interpret. • Roedd anghysondebau rhwng asesiadau a ddyfeisiwyd gan wahanol ganolfannau gyda rhai dysgwyr yn dweud wrthym fod asesiadau yn aneglur ac yn anodd eu dehongli.

We will share with awarding bodies the findings relating to the identified gaps in the range and content of qualifications and encourage them to make suitable qualifications that cover the identified gaps available in Wales. Byddwn yn rhannu’r canfyddiadau sy'n ymwneud â'r bylchau a nodwyd o ran ystod a chynnwys y cymwysterau gyda'r cyrff dyfarnu ac yn eu hannog i wneud cymwysterau addas sy'n llenwi’r bylchau a nodwyd ac a fydd ar gael yng Nghymru.

We will recommend to the IMI and City & Guilds that they update the content of their level two and three light vehicle maintenance and repair qualifications to ensure that they include current and relevant content. Byddwn yn argymell i'r IMI a City & Guilds eu bod yn diweddaru cynnwys eu cymwysterau cynnal a chadw ac atgyweirio cerbydau ysgafn lefel dau a thri i sicrhau fod ganddynt gynnwys cyfredol a pherthnasol. 3. We will recommend to EAL and City & Guilds that they review the content of the Level 3 NVQ Extended Diploma in Aeronautical Engineering to ensure that the content is relevant to commercial aircraft. Byddwn yn argymell i EAL a City & Guilds eu bod yn adolygu cynnwys Diploma Estynedig NVQ Lefel 3 mewn Peirianneg Awyrennol i sicrhau bod y cynnwys yn berthnasol i awyrennau masnachol.

Action/Gweithred We will: • recommend to EAL that they change the age range of the Level 2 NVQ Diploma in Performing Engineering Operations (Level 2 PEO) qualification so that it is only available for learners over the age of 16; and • encourage EAL and other awarding bodies to make available an appropriate practical qualification for secondary schools who are currently offering the Level 2 PEO to learners under 16. Byddwn yn: • argymell i EAL eu bod yn newid ystod oedran y cymhwyster Diploma NVQ Lefel 2 mewn Perfformio Gweithrediadau Peirianneg (Lefel 2 PEO) fel ei fod ar gael i ddysgwyr dros 16 oed yn unig; ac yn • annog EAL a chyrff dyfarnu eraill i sicrhau bod cymhwyster ymarferol priodol ar gael ar gyfer ysgolion uwchradd sydd ar hyn o bryd yn cynnig y PEO Lefel 2 i ddysgwyr dan 16 oed.

In the next Qualified for the Future consultation, we will: • include a proposal for a new GCSE in Engineering and Manufacturing to be included in the future range of qualifications for 16 year-olds in Wales; and As part of our Qualified for the Future programme of work, we will: • keep under review the range of engineering-related qualifications for 16 -year-olds to support the new Curriculum for Wales. Action/Gweithred We will introduce a strengthened approach to reviewing any engineering-related qualifications in sector subject area 4 that awarding bodies submit for new or extended designation (to be eligible for use on funded programmes of learning for under-19 s) from January 2021. We will ask awarding bodies to provide sufficient evidence to us that any qualification that they submit to us for new or extended designation: • includes up to date content; • includes content that reflects the needs of industry and, where relevant, that the views of industry have been considered during the development and/or review of the qualification; and • demonstrates that they have considered, and sought to overcome, the issues identified by the Review in relation to assessment. Byddwn yn cyflwyno dull cryfach o adolygu unrhyw gymwysterau cysylltiedig â pheirianneg ym maes pwnc sector 4 y mae cyrff dyfarnu yn eu cyflwyno ar gyfer dynodiad newydd neu estynedig (i fod yn gymwys i'w defnyddio ar raglenni dysgu wedi'u hariannu ar gyfer pobl ifanc dan 19 oed) o fis Ionawr 2021. Action/Gweithred We will share with awarding bodies the findings relating to assessment and urge them to consider the findings when developing, reviewing, and updating the qualifications that they offer in the sector. We will monitor awarding bodies’ response to this action through our strengthened approach to reviewing engineering-related qualifications in sector subject area 4 (action 6). Byddwn yn rhannu gyda'r cyrff dyfarnu y canfyddiadau sy’n ymwneud ag asesu ac yn eu hannog i ystyried y canfyddiadau wrth ddatblygu, adolygu a diweddaru'r cymwysterau y maent yn eu cynnig yn y sector. Byddwn yn monitro ymateb cyrff dyfarnu i’r weithred hon trwy ein dull cryfach o adolygu cymwysterau cysylltiedig â pheirianneg ym maes pwnc sector 4 (gweithred 6). 8. We will continue to prioritise, for our Welsh medium support grant, qualifications in full time programmes of learning for learners aged 14 -19 and apprenticeships, and will continue to encourage awarding bodies who develop new or replacement qualifications in the sector to apply for this grant. Byddwn yn parhau i flaenoriaethu, ar gyfer ein grant cymorth cyfrwng Cymraeg, gymwysterau mewn rhaglenni dysgu amser llawn ar gyfer dysgwyr 1419 oed a phrentisiaethau, a byddwn yn parhau i annog cyrff dyfarnu sy'n datblygu cymwysterau newydd sbon neu gymwysterau i gymryd lle rhai eraill yn y sector i wneud cais am y grant hwn.

Action/Gweithred We will share the evidence of the Review with Welsh Government and other relevant bodies, and bring to their attention the findings of the Review relating to: • the need for greater awareness of engineering and apprenticeships, particularly in schools; • the need to encourage more women and girls to follow engineering related routes; and • the challenges of recruiting and retaining specialist teachers, particularly in further education and work-based learning. Byddwn yn rhannu tystiolaeth yr Adolygiad â Llywodraeth Cymru a chyrff perthnasol eraill, ac yn dwyn eu sylw at ganfyddiadau'r Adolygiad sy'n ymwneud â: • yr angen am fwy o ymwybyddiaeth o beirianneg a phrentisiaethau, yn enwedig mewn ysgolion; • yr angen i annog mwy o fenywod a merched i ddilyn llwybrau cysylltiedig â pheirianneg; ac • yr heriau recriwtio a chadw athrawon arbenigol, yn enwedig ym maes addysg bellach a dysgu seiliedig ar waith.
