Grading process Grading should be performed by competent individuals using established and controlled processes, procedures and/or instructions. Grading is not to exclude any management system requirements but to apply them at a level commensurate with functionality and significance of the item or activity and potential impact on safety. The main benefits of grading are improvements in efficiency and effectiveness in achieving the organization’s objectives through the deployment of appropriate controls and resources. 8 International Atomic Energy Agency
Example of graded approach Item or activity Is there a major hazard or is the system safety related ? Yes No Are the risks significant if work is incorrectly conceived or executed: • Personal safety? • Regulatory requirements? • Cost of incorrect performance? • Complexity requiring additional controls? Is the major hazard dependent on controls implemented by you or will the work affect the operation of a safety system Yes Full controls required. Yes Apply specific controls to the hazard and risks identified. No Standard Industry Controls and practices 9 International Atomic Energy Agency
Graded approach Small Medium Large High Hazard High Risk High Complexity But Same Control 10 International Atomic Energy Agency
Talking Wall • Appoint a leader • Appoint a time keeper/Observer • Record discussion on post-its and place on • the flip chart Record good practices and detail of reference eg organization and/or procedure/process reference 11 International Atomic Energy Agency
Requirement 3 –Responsibility of the Senior Managers Requirement 5 Goals Strategies, plans and Objectives Requirement 6 : Integrated management system. • What would be helpful in the guide with respect to these requirements? • Record good practices and detail of reference eg organization and/or procedure/process reference 12 International Atomic Energy Agency
Requirement 7: Graded Approach in guidance • What are the difficult aspect of this concept? • What advice can we deliver to assist Member States • Record good practices and detail of reference eg organization and/or procedure/process reference 13 International Atomic Energy Agency
Talking Wall for Graded Approach • What aspects are difficult for organizations? • What should be included in the guide? • What examples do you have? What system is used by your organization? 14 International Atomic Energy Agency
