International Aerospace Quality Group The Initiatives of the International Aerospace Quality Group (IAQG) Steve Shepherd ~ European Sector Leader
International Aerospace Quality Group Initiatives aimed at meeting our initial focus and objectives: l “. . . continuously improve the processes used by the supply chain to deliver consistently high quality products. . . ” l “… common aerospace quality standards and requirements…” l “… process of continuous improvement at suppliers…”
International Aerospace Quality Group Initiatives take note of known problem areas from audits and quality escapes and the need for global safety level improvements: l “Supplier Control” is a significant issue l Variability in the process often lies with the primes l Need a step change in performance
International Aerospace Quality Group Evaluation Criteria for initiatives l See the aerospace industry as a global one l Use common quality standards world-wide l Extend and share best practices usage l Push for standardisation of documents, materials, processes, products … l Push for common implementation methodologies, ie recognised evaluation, qualification schemes/organisations l Ensure Authorities ‘recognition’ of IAQG initiatives l Obtain harmonised positions between Authorities l Evaluation of impact & value - prioritisation
International Aerospace Quality Group Chartered Initiatives l International Quality System Standards l Quality Standard Implementation l Variation Management of Key Characteristics l First Article Inspection Document l Non-conformance documentation l Qualification of standard parts l Internal Audit l Software Quality Standard l 2 D permanent part marking standard l Harmonisation of NDT training standards l International Approval of Special Processes
International Aerospace Quality Group Study Items l Risk and Safety Management l Harmonisation of process specifications and material standards l Direct shipment to end customers l Sampling plans l Electronic signature l Supplier Control in a Global Environment – Risk Management - through EAQG – In-process Metrics - through AAQG + other study items being pursued by each Sector
International Aerospace Quality Group Quality System Development l 9100 developed as an international aerospace Quality Standard working with ISO TC 20/WG 11 to incorporate airworthiness and special industrial requirements. l International implementation process developed based heavily on the AECMA-EASE model using a common questionnaire l 9100 alignment with ISO 9001 -2000. NB: Aerospace special requirements remain as 9100 until Nov 2003 minimum. l Similar Aerospace Quality System Standards developed and published for repair stations (9110) and stockist/distributors (9120) with associated questionnaires (9111/9121) - close to publication
International Aerospace Quality Group Quality Improvement Initiatives l First Article Inspection (FAI); 9102 ~ an international standard that improves on current individual company requirements and uses common documentation. l Variation Management of Key Characteristics; 9103 ~ a more rigorous approach than FAI to ensure repeatable, capable manufacturing processes. l Non-conformance documentation; 9131 ~ development of common non-conformance documentation for concessions/ waivers and escapes/disclosures. l Product Qualification; 9133 ~ development of an international methodology to document the results of Qualification of standard products (cf AECMA-CERT, NADCAP).
International Aerospace Quality Group 2001/2002 Initiatives l Internal Audit - Use new ISO 19011? l Software Quality Standards - European guideline document to be published. New standards drafted by AAQG l 2 D permanent part making standard - marking, reading & validation; (9132 published) l Harmonisation of Global NDT requirements for Personnel training; EN 4179/NAS 410 - publication October l International Approval of Special Processes; industry controlled process to assess suppliers’ special process capability
International Aerospace Quality Group ‘Global Manufacturing’ - Risk Management and Metrics • Standardize quality systems and procedures • Standardize how suppliers are approved and controlled - Risk-based process; supplier risk & product risk • Continuously improve the levels of OEM and supplier performance - Effectiveness metrics • Develop and maintain integrated e-commerce documentation system - Electronic 8130 -3, JAR form-1
