Evaluations of standardsetting work Internal Oversight Service The overall evaluation of UNESCO’s standardsetting work of the culture sector entailed: Evaluations related to 1970, 1972, 2003, 2005 Conventions; and An audit of the Conventions’ working methods of the Conventions.
Evaluations of standard-setting work – purpose and focus Internal Oversight Service PURPOSE: • to assist Governing Bodies and Secretariat supporting the implementation of the Conventions OVERALL EVALUATION QUESTION: • WHAT DIFFERENCE DOES THE STANDARD-SETTING WORK MAKE? FOCUS: • impact of the Conventions at the level of legislation / policy of State Parties. Also looked at: • the implementation of the Conventions by State Parties • UNESCO activities in support of implementation, partnerships, monitoring, etc. 3
Evaluations of standard-setting work – cross-cutting issues Internal Oversight Service • The better integration of the provisions of the Conventions in national policies, strategies and legislation; • The need to strengthen inter-sectoral cooperation at the national level in order to enhance the contribution of the Culture Conventions to sustainable development; • The involvement of non-state actors in the implementation of the Conventions; • Improving monitoring of the implementation of the Conventions, both at the national and at the global level; 4

Internal Oversight Service • Overall, strengthening States Parties’ support to the implementation of the Conventions at the national level; • The consolidation of efforts to encourage ratification of the Conventions; and • The contribution of the Conventions to the international development agenda post-2015. 5
Evaluations of standard-setting work – lessons learned Internal Oversight Service • Timing of the evaluations is key; • Stakeholder involvement and extensive consultation through-out the process contribute to ownership of evaluation recommendations; • Evaluation recommendations targeting States Parties is more challenging to follow up; • Importance of having a good dissemination strategy for the evaluation results; • Evaluations created high visibility for the evaluation function. 6
