Opportunities : Amendments to MV Act • States can grant exemptions in Stage carriage and contract carriage permits for promoting rural transport and last mile connectivity • The amendments empower RTAs to waive any permit condition for a contract carriage to promote low cost last mile connectivity solutions • Cities can make progressive schemes and allow Share Autos for better last mile connectivity and improve service in historically underserved areas Picture : Times of India
Opportunities : Beyond the MV Act • State Transport Departments in UMTA Currently permits are managed at a state / district level by Transport Departments. They could be made part of Unified Metropolitan Transport Authorities to allow better planning at city level • Cities need to make IPT safe for women and girls Cities need to recognize IPT as a formal mode of transport, conduct regular verification and gender sensitization of drivers as well as provide sheltered, safe, well lit waiting areas • Think beyond regulation Mere regulation of Share Autos will not result in improved service. Cities can invest in passenger facing facilities and improve the infrastructure for operators thereby improving the overall level of service
Regulation of share autos : Case studies Kochi • KMRL is creating a co operative society for the autos as a part of the “Seamles Transportation for Kochi” project — Hire an Auto, Smart Auto, and Feeder Auto • Share auto routes and fares are also developed in consultation with auto drivers. • Autos will be regulated by the MTA. • GPS tracking, mobile journey planner and smart card ticketing will be introduced.
