Kitakyushu Initiative: Setup (rationale) • Adopted at MCED 2000 as a UNESCAP Programme • Continued at MCED 2005 • Toward MCED 2010 Objective: Phase II Cities do not have mandates to assist each other. • City-to-city approach • Collection of good practices • Replication of good practices Kitakyushu Initiative for a Clean Environment Collection can be done. But, replication is not easy. 2
Scope: subject Urban environment, in general: • Solid waste Every city’s main concern. • Water & sanitation Cooperation • Air quality and traffic management with CAI-Asia. • Nature conservation (park, forest, river and marine coast) Linking with CSR activities and private funds. • Energy Kitakyushu Initiative for a Clean Environment 3
Scope: geographical area Asia-Pacific region: • More than 60 cities from 18 countries • Cities nominated by the Ministries of each country (random selection) • Different income levels • Various concerns and priorities • Some are dropping out, some are joining • Around 10 -20 active cities (mostly from South. Activities (tools) • KI Network Meetings --- 4 times • Jun 2007: KIN 4 Meeting in Kitakyushu Environmental commitments to be achieved by 2010 expressed by 12 cities. • Thematic Seminars --- 7 times – Solid waste management – Water and sanitation – Air quality management – ICT application Collection of good practices. • Demonstration Projects --- 11 projects • Study tours --- 2 tours – Nonthaburi, Thailand in Dec 2005, on SWM – Surabaya, Indonesia in Feb 2007, on SWM Kitakyushu Initiative for a Clean Environment Phase II More focused approach. 5

Achievements • Development of environmentally conscious cities (active in other inter-city networks as well) – Nonthaburi (Head of Environment Division – Mayor’s support) – Surabaya (Director of Cleansing Dept – Mayor’s support) – San Fernando, La Union (Philippines) (Mayor’s vision – capable officers) – Bago (Philippines) (Mayor’s vision – capable officers) • Success factor: leadership by local governments • Identification of good partners Kitakyushu Initiative for a Clean Environment 7

Case-1: Bago city • KABAHIN KA Programme (community-based SWM) – MRF, evaluation team, awards to barangays • ESCAP Demo Project & APFED Showcase Project • Apr 2008: National Dialogue on SWM (consultative) – 12 cities, NSWMC, Provincial Govt. • May 2008: Composting training – Bago, Bacolod and Cebu (replication of Surabaya’s practice) • Research on com-based SWM and landfill management – 5 good practices each under NSWMC • Feb 2009: National Dialogue on SWM – Actual outcome of Ecological SWM Act 2000 (RA 9003) – Showcasing the achievements in Bago and other cities Kitakyushu Initiative for a Clean Environment 11

Case-2: Surabaya • Surabaya Workshop on Aug 27 -28 • Highlighting the achievements Without national support. – 14 composting centres – 20, 000 units of household composting baskets – Environmental Cadre system (PKK) – “Green & Clean Awards” by Uli Peduli and Java Post – 10% waste reduction in 3 years (1, 500 t/d 1, 300 t/d) • Promote replication Semalang, Bali, Makassar, Tarakan – Already spreading in other cites – National Dialogue (MOE, PU, Bappenas) – Inviting 12 other cities, another 10 cities from abroad Kitakyushu Initiative for a Clean Environment 13
