Integrating Disaster Risk Reduction DRR and Community Based
Integrating Disaster Risk Reduction (DRR) and Community Based Adaptation (CBA): Experience of Practical Action from Nepal and Bangladesh
Disasters in Nepal and Bangladesh § Most disasters in Nepal and Bangladesh relate to climate hazards – - Floods Droughts Landslides Hail Avalanche Cyclone § For this reason the DRR programs focus on climate related hazards in these countries
Approaches to DRR § Community based DRR includes: - Community based DRR committees Participatory DRR plans and Implementation Early Warning Systems Strengthening livelihoods Influencing DRR policies at different levels § Normal DRR programs could not address climate change aspects – Predictions – Impacts – Need for adaptation
DRR and Community based adaptation § The current DRR program as the foundation for CBA § How DRR can be integrated into CBA • • Community perceptions and responses to CC Observed climate change and its impacts Appraise future climate change scenarios and assessing their impacts Use this information for DRR program, plans and actions at various levels
Integrating DRR into CBA – the role of government - Incorporation of climate impact predictions into different levels of planning - Strengthening Early Warning - Ensure provision of downscaled climate information Observed 24 hrs rain intensity
Integrating DRR and CBA at local level - Empower local DRR committees with information and education on climate change, its impacts on livelihoods and environment - Strengthen livelihoods for resilience to climates uncertainties
