Agenda Item No. 2 ACTION TAKEN REPORT OF THE SLNA MEETIMG HELD ON 16/6/2012 Res. No. 1: WDT should be constituted Action taken: WDTs are in position • The State govt issued orders to appoint WDT members in an interview to be chaired by the District collectors. • 40 WDTs are in position in PIAs

Res. No. 2: The committee decided to entrust the responsibility of PPR preparation for the IV batch projects (2012 -13) to Soil Survey and Soil Conservation Department and Land Use Board Action taken: Now the whole PPRs are ready to present before the SLNA for approval.

Res. No. 3: Implementation of Batch III Projects in Idukki Districts Action taken: • The PIA of the batch-3 projects in Idukki district (5 projects) is entrusted with the SS&SC department. • The department has not entered a Mo. U with the WCDC but SLNA has transferred funds to the WCDC. • There is a special agenda is included in this meeting as agenda number six regarding the implementation strategy to the Idukki district projects.

Res. No. 4: Setting up of a GIS Lab Action taken: SLNA in the last meeting has decided to explore the possibilities of sharing the facilities of existing GIS lab for the works of GIS for IWMP projects. Accordingly KSLUB agreed to share the lab facilities to SLNA also. KSLUB commissioner and CEO SLNA have entered to a Mo. U in this subject for one year.

Res. No. 5: Posting of Experts in SLNA & WCDCs Action taken Government has constituted new interview board with LSGD secretary as chairman and CRD&CEO as convener for selection of experts in SLNA and WCDC. The notification for filling the posts in SLNA and WCDC were issued and the sufficient applications received. The interview is fixed on 15 -02 -2013 for the selection of experts.

Res. No. 10: Hill area status of 10 Districts Action taken • All the districts of Kerala except Idukki and Wayanad are considered as plain area with per ha unit cost of Rs. 12, 000. • Actually all the districts except Alappuzha are hilly. This matter has been taken up with Do. LR with substantial documents and reply is awaited.

Res. No. 11: Establishing an exclusive website for SLNA Action taken: We have obtained proposal from C-Di. T Kerala for setting up web site exclusively for SLNA. NIC and IKM are also asked to submit their proposals. On getting all proposals, examining the lowest, the SLNA will launch the web immediately.

Res. No. 12: Technical Scrutiny of DPRs Action taken • Based on the decision a technical committee was constituted with subject experts from SS&SC department, KSLUB and SLNA. • A total of 21 DPRs (10 DPRs from batch-1 project & 11 DPRs from batch-2 projects) were received. • 14 DPRs are scrutinized by the committee and is placed to this forum for approval as agenda item number-5.

Activities from last SLNA meeting to this meeting- A brief report • Issued detailed working instructions on the implementation of IWMP for the State. • Issued orders and circulars for program implementation tools such as issuing AS, TS, Measurement, Mobilization of Watershed Development Funds (WDF), Constitution of Watershed committees, Formation and federation of SHGs in the Watershed area, Identification of User Groups, Development of Use-Resource agreement.

• Directions given to PIAs and WCDCs for the procurement or sharing of dedicated system for MIS entry. • Deployment of Human Resources- Directions given to appoint WDT members through the District Collectors and redeployment ordered for other administrative, professional expertize from the Rural Development Department functionaries

• Funds flow ensured through e- transferring of funds from SLNA to WCDC to PIA to Watershed Committees using RTGS facilities. • A number of sittings conducted with Technical Support Organizations to bring out quality DPRs and many meetings convened for review of the program with Project Managers, PIA level officials and WDT members. • Developed a strategy for intensive IEC activities at WCDC and PIA level for imparting awareness to the common people.

• Entry Point Activities (EPA) started with people’s participation and inaugurations conducted at PIA level with Ministers and Other People Representatives. • State specific guidelines are under preparation for Livelihood Activities and Production System enhancement under IWMP. • A comprehensive convergence plan evolved and shared by PRIs and officials and started initiatives with the schemes MGNREGS, BRGF and other developmental schemes with that of the IWMP. • The IWMP implementation is all set out for rolling out in the State. Expected outcome is that the physical and financial progress will go up within three months.

Agenda Item No. 09: Empanelling Mid-term Evaluators. § 7 Government organisations have expressed willingness to work as mid term evaluators §State government have empanelled 20 non- government organizations as Technical Support Organisations for IWMP. §These organisations have track records in the field of watershed development project formulation and implementation. Together with the 7 government organisations, the list of 20 TSOs can also be forwarded to Do. LR as mid-term evaluators

Agenda Item No. 10: Approval of Technical Supporting Organizations (TSOs) §SLNA hasempanelled 20 TSOs at the beginning year 2009 -10 §This is quite insufficient for meeting the demands for now and in future. §SLNA has received a few applications from Nongovernment organizations. §It may be resolved to empanel more organizations. The selection may be done on a transparent manner by constituting a ‘committee’.

Agenda Item No. 12: NWDPRA XI Plan- Proposal for Rs. 4. 71 Crores under RKVY- ratification in SLNA • National Watershed Development Programme of Rainfed area (NWDPRA XI Plan) is being implemented in the state in selected 134 micro watershed for treating an area of 84415 Ha. • The state has so far recived only 23. 26 Crores from Go. I out of the total project cost of Rs. 101. 29 Crores. • Funds for completion of NWDPRA is to be requested from RKVY. • A proposal for treating 3925 Ha of the balance watershed area under NWDPRA has been prepared by the Soil Survey & Soil Conservation Department. Estimated cost is Rs. 4. 71 Crores • APC has permitted the Department forwarding the proposal to PPM cell for consideration in SLSC meeting. This may be ratified in the SLNA meeting.

Agenda Item No. 14: Time extension of Pre- IWMP projects • There are 28 pre- IWMP projects sanctioned by Do. LR to the state. • Do. LR had directed to close the pre-IWMP projects by 31. 12. 2012. • The implementing agencies have requested to extend the time limit for closure atleast by 6 months The SLNA may request Go. I to extend the closure date to 30. 06. 2013
