No. 1: Posting of Midterm Evaluators Action taken: expression of interest invited from various institutions under Kerala Agricultural University & from National organisations viz; NBSS&LUP Banglore & CSWRTI, Ootty for empanelling as midterm evaluators. List of institutions from whom interest was received (7 institutions) initially was forwarded to Do. LR for empanelling as midterm evaluators Do. LR had approved the list. Regarding institutions under KAU we are discussing in this meeting as agenda item no-07

Res. No. 2: Hill area status of districts in Kerala Action taken: All districts

Res. No. 2: Hill area status of districts in Kerala Action taken: All districts in Kerala except Idukki and Wayanad are considered as Plain with a unit cost of Rs 12, 000/ha. we have already forwarded the list of districts/ taluks/ panchayats falling under Western Ghat region as approved by Planning Commission of India as documents for hill area status of districts in Kerala. The reply from Go. I is awaited.

No. 4: Approval of PPRs for Batch IV(2012 -13) Action taken: The PPR for projects of Batch IV for an area of 73765 ha spread over 12 districts consisting of 93 micro watersheds was presented before the 31 ststeering committee meeting held on 22 -02 -2013 and got cleared. Res. No. 5: Approval of DPR Action taken In the last SLNA meeting 14

Res. No. 5: Approval of DPR Action taken In the last SLNA meeting 14 DPRs were approved. Chairman set a time line for submission of the remaining DPRs of Batch II as 31 -3 -2013 and Batch III as 30 -06 -2013. 11 DPRs of Batch II were submitted and scrutinized by Technical Scrutinizing Committee and returned for modification/correction. The Time line fixed for submission of DPR of Batch III projects by Do. LR is 31 -10 -2013. Hence we have given the time line for submission of DPR of Batch III projects as 31 -10 -2013.

No. 6: Operational clarity for Batch III projects in Idukki District Action taken üThe PIAs of 5 projects of Idukki district under Batch III was SS &SC department üFor all the other projects in Kerala, Block Panchayaths are the PIAs. üBased on the demand of MLAs and MPs of Idukki district to change PIAs of projects of Idukki district as Block Panchayts, government had directed SLNA to submit remarks on the issue. üAccordingly the remarks were submitted üGovt. vide letter No. 3278/DD 1/2013/LSGD dated 26 -04 -2013 requested Do. LR to make necessary modification in the sanction order making Block panchayaths as PIA for the 5 projects in Idukki district. üThe reply is awaited.

No. 7: Revision of SPSP Action taken: • There were some errors In the SPSP prepared for IWMP in Kerala • Exclusion of potential areas like municipal areas, inclusion of already treated areas, under weightage for clusters etc. • Go. I had given direction to revise the SPSP. • In the last SLNA meeting it has been decided to revise the SPSP and entrust the responsibility with either KSLUB or SS&SC department. • The task was entrusted to KSLUB. They have agreed to undertake the work and have placed a proposal for an amount of Rs 3, 56, 400/ • This is included as Agenda item no 6

Res. No. 10: Approval of Technical Support Organisations Action taken SLNA had already empanelled

Res. No. 10: Approval of Technical Support Organisations Action taken SLNA had already empanelled 20 TSOs for giving support to PIAs for preparation of DPR. This is quite insufficient for meeting the demands. Hence it has been decided to empanel more TSOs. The search committee had conducted the evaluation for empanelling more NGOs as TSO on 14 -08 -2013. The action is in progress.

LR had issued orders (Z-11011/20/2009 -PPC dated june 2012) For inter and intra transfer of funds From one project to another or from one batch to another for effective utilisation of funds already released for ongoing IWMP projects. As per the SLNA decision, Rs. 7. 75 crores was withdrawn from Batch I&III projects and re allotted to 20 projects of Batch III (phase II) & batch IV

Res. No. 13: Extension of Pre- IWMP projects Action taken: • There are 28 Pre- IWMP projects sanctioned by Do. LR for our state. • Do. LR had directed to close the pre-IWMP projects by 31 -122012. • The PIAs had requested to extend the time limit for closure at least by 6 months in order to complete the implementation. • We have requested Go. I for extension of projects. • But Go. I had given extension for only one project viz; Chadayamangalam, [III installment received during March 2013 only] • Do. LR has directed to send the closure proposal for all the other projects. • Details furnished in annexure XI.

Kerala Agricultural University agreed to undertake evaluation provided the budget provision for evaluation (1% of the project cost) should be handed over directly from SLNA to the university account We have already engaged CPCRI, Kasargod and Kayamkulam for evaluation of 7 projects Evaluation of all the remaining projects may be entrusted to Kerala Agricultural University by execution of an Mo. RD in New Delhi on 2/08/2013 it has been suggested that in the event of all WCDC/WDT experts are positioned in Kerala, the state can impart adequate technical training to the experts and entrust them with the task of preparation of DPR as per the instructions already issued under para 51 of Common Guidelines. A decision may be taken to entrust WDT/WCDC with the task of DPR preparation from next batch onwards. A series of trainings can be organised with the technical support of SIRD, Kottarakkara, CWRDM, Kozhikode and IWDMK, Chadayamangalam etc. -Submitting this proposal for the resolution of this committee.

Agenda Item No 13 Institutional Grant As per G. O. (MS)No. 141/2010 dated. 3/7/2010 and G. O. (Rt)NO. 1000/2013/LSGD dated, 16/04/2013 Government have accorded sanction for the creation of 10 posts in SLNA and 42 post in WCDCS. 8 posts in SLNA and 33 posts in WCDCs are filled up. Action is being taken to fill up the remaining posts. Annual requirement for meeting the establishment expenditure of SLNA and WCDCs comes to Rs. 243. 50 lakh. DOLR has released only an amount of Rs. 76. 20 lakh as Intuitional Grant to our State. Proposals along with Audit statement and Utilization Certificate have already been submitted to DOLR for releasing 2 nd instalment of Institutional Grant. At present no funds are available in SLNA for releasing funds to WCDCs for paying the salary of their staff. Hence as a temporary measure, the interest in Programme Fund may be re appropriated for the above purpose and the same may be recouped as and when the funds is received from DOLR. Details of annual requirement are enclosed as Annexure VI. Sanction may be accorded for re appropriating the interest of programme fund for paying salary.

Over the years, the pond was neglected and the side walls were fallen down as a result its depth and water storage capacity were reduced and due to shortage of water, the farmers were forced to stop cultivation at Koyipra field leaving it barren for several years.

Construction of check dam across Odamthode Watershed in Alathur, Palakkad district- IWMP-II-A 1/2009 -10 Odamthodu in kizhakkenchery panchayath has 173 families. People depend on agriculture for their daily living. The main water source in this area is odamthodu. The two sides of this watershed are rounded with forest land. It is above 885 feet above from sea level. Total area of Odamthode watershed is 614 ha but treatable area is 481 ha • There are 614 ha in Odamthodu watershed out of which 481 ha is selected as treatable area, for EPA work the estimated amount is 1500000. The EPA work in this region is a shuttered check dam across Odamthodu. The check dam construction is beneficial for the people in this region as it will reduce the water storage. • As this is a hilly area, the water that they get during rainy season flow away and it cause severe water shortage during summer. There is not enough water for agricultural purpose and it is badly affecting agricultural production. Due to the construction of check dam across Odamthodu, the people in the region came together and supported the work and are benefited in their agricultural works and for daily use of Water. Outcomes • Sufficient water for daily use • Enhancement to production of agriculture • Reduction of water scarcity • Brought Unity among the People of Odamthodu •

Palambra Thode: Kodakara in Thrissur District. IWMP 1/2010 -11 Palambra Thode is a rivulet in Varantharappilly Panchayath of Allencherry Padam_ Kallanthodu Microwatershed (17 K 28 b) having an area of 2483. 11 hec. This rivulet was completely in a shattered condition and used to submerge the locale during the monsoon. The VCB was too old to deliver any benefit to 52 acres of land of the populace. Then IWMP was appeared as a panacea. • The renovation of Plambra Thode was selected as an Entry Point Activity of Kodakara PIA earmarking Rs. 7 lakhs. A user group was immediately formed to start the work. The work was inaugurated on 08 -03 -2013 by Sri. Sivaraman, Block Panchayath President of Kodakara to complete it on 15 -05 -2013. Two sides of the stream was packed with rubbles spanning 80 meters and well plastered over it. A VCB having length of 8 meters were also built. The direct beneficiaries of this programme are the people living around this stream. OUTCOMES • (1)The water runs thorough this stream in the summer can be preserved to reduce the intensity of water scarcity to a greater extend • (2) Re-energise the paddy and other Agri. cultivation • (3) Checking the flow of water during monsoon to reduce the intensity of deluge. • As far as IWMP is concerned it is one of the better Advertisement/ Publicity of this Programme as the work is well executed and eye catching. In addition to this, it is a good example of great will and collective manpower of a user group that can be replicated in other programmes. •

Renovation of pond at Koyipra paddy field of Kannilamthodu watershed- IWMP Payyannur- Kannur district- IWMP 1/2010 -11 • The user group proposed renovation of pond at Koyipra paddy field. This pond had been beneficial for 200 farmers, as it was providing adequate water for cultivation. Over the years, the pond was neglected and the side walls were fallen down as a result its depth and water storage capacity were reduced the farmers were forced to stop cultivation for several years. The activities involved are in two phases 1) In Entry Point Activity (EPA), Extra deepening of pond by 2. 1 m and retaining wall construction using laterite boulders. 2) In NRM-Retaining wall, Pitching on sloped surface of the pond also steps for conveyance and protection wall allaround

So, the area has been saved from land degradation, decreasing water table leading to topographic disorder, habitat destruction, destruction of agricultural land etc. All these factors could have led to ecological imbalance of the area. • User group is planning for Aqua cultivation after completion of the work • As a result of the work, almost all the families of the watershed participate in all the IEC & capacity building programmes conducted by the PIA.

Kochukayal Pipe Culvert -Alappuzha District is IWMP-I/2010 -11 at Champakulam • A pipe culvert of 10 meter length and 3 meter width (Kochukayal Pipe Culvert) was constructed under entry point activity of IWMP • One side of the structure is paddy field and the other side is water logged area • This construction helps to regulate water flow in 65 acres of paddy field and the other side fresh water pisciculture is possible in an area of 4 acres and it is taken in the annual plan 2013 -14 in convergence with MGNREGS and Fisheries department. The project cost is Rs. 2, 20, 000/-. This work is done by the user group of Naduthuruthu. • It also provides a footway for 100 families and childrens of nearby Anganvadi where boat service is the only connectivity to other places. • The major problem faced by the people in the area is difficulty of material conveyance. The earth for the work was brought from Kottayam district, 40 Kms away by lorry, then carried to material transportation boat with the help of skilled labour. The poured earth again transported to the worksite by trolly. For the poor people who are living in the area, unable to bear huge conveyance charge. Hence the work taken through EPA was whole-heartedly welcomed by the natives.

Well Recharging in Wadakanchery Block Panchayath- of Thrissur district- IWMP 2/2010 -11 • Mandan Parambu Colony situated in Kadangode gramapanchayath is a very dry hilly area. The main water sources are wells. Since January onwards the wells begin to dry. The residents of the colony have no other source for drinking water. The colony is a habitat of “Nayadees”, a very backward class. • Under the Entry Point Activity of IWMP, Wadakanchery recharged wells of Mandamparambu Colony situated in Kunnetheri. Mathra Thodu Watershed. Under the said program 19 private wells and 1 public well have been recharged with the cooperation of a government aided agency, “Mazhapolima”. Their main program is to promote Water Conservation through Point Recharge. • Through this activity the Block Panchayath could solve the Water Scarcity of the Mandamparambu Colony to some extent. Though a small achievement but it occurred to be a big boon to the people there.

IWMP 1/2010 -11 • Kochukayal Pipe Culvert is constructed at Naduthuruthu, lan Island where Boat service is the only connectivity to the other places. One hundred families lived there. • The Pipe Culvert regulates water intake in Kannittakayal Paddy field. That helps agriculture in 65 acre. It also provide footway to the villagers. Kochukayal pond situated near the Pipe Culvert. It facilitate Kochukayal pond renovation and fresh water fish culture that includes in the 2012 -2013 plan, convergence with NREGS and Fisheries. • This work was started on 19. 04. 2013 and completed on 04. 06. 2013. The Prioject cost is Rs. 2, 20, 000/-. • After inauguration of the culvert, a training programme was conducted to the user group members for maintaining Asset.
