1996 IRP created a water resource development strategy known as the “Preferred Resource Mix” Targets for each of the following resources were established through the year 2020: 1. Conservation 2. Local Resources - Water Recycling, Groundwater Recovery and Desalination 3. Colorado River Supplies and Transfers 4. State Water Project Improvement 5. In-Region Surface Reservoir Storage 6. In-Region Groundwater Storage

2004 IRP update fulfilled three objectives: 1. Review the goals and achievements of the 1996 IRP 2. Identify the changed conditions for water resource development 3. Update resource development targets through 2025 Addition of 10 percent planning buffer
