An integrated Arctic Observing System needs to cover 1. Atmosphere themes 2. Ocean themes 3. Terrestrial themes at appropriate temporal and spatial scales and resolution according to user requirements (e. g. climate research, operational service, etc. Copernicus is a major driver to develop satellite-based observing and modelling of many variables. The largest gaps are in the insitu observation network, which should provide § data not obtained from remote sensing § data needed for validation of remote sensing and numerical models

INTAROS Specific objectives (1) 1. Establish a Pan-Arctic forum for collaboration across EU and non-EU countries and transnational organisations (WP 1) 2. Develop a Roadmap for building a sustainable Arctic observing system (WP 1) 3. Exploit existing observing systems and databases (WP 2)

Community-based monitoring: good practices • Be collaborative, co-producing knowledge and projects • Gather information that is relevant to communities, and adaptation needs • Empower Indigenous peoples to address local decision making needs • Utilize traditional knowledge to fill information gaps, especially baseline conditions • Avoid duplication by building on what is already in place • Build bridges between two worlds, Native and Science

Community-based monitoring: good practices • Have data sharing agreements in place, which are cocreated by all parties involved and clear to all participants • Share data with participating communities in locally accepted forms of communication (plain language reports, stories, newsletters) • Contribute to communities through training, employment, honorarium; by providing information needed to inform decision making needs • Be inclusive, including the youth, Elders, and women

Challenges in building Arctic observing systems (1) Develop coordination and collaboration between data providers and stakeholders in the pan-Arctic region in order to better use and expand existing systems (Organisation) (2) Improvement of the observing platforms and sensors, filling of gaps in the observing network and facilitate for year-round operation, how to go from research to operational systems (Technology) (3) Data sampling, transmission, calibration, processing, archiving and retrieval of required variables and build distributed and connected databases (Data collection and dissemination) (4) How to develop sustainability of the observing systems, and what are the funding mechanisms ?
