Implementing Rules Documents q Prepared for all the types of services mandated by the directive, transferred to the one single document. q Each type of the INSPIRE network service becomes an annex. q IR documents become legally binding for the European member states. q Abstract documents, which provide definitions on the INSPIRE Network Services in an “INSPIRE language”. q All definitions are independent of the technology. INSPIRE Conference – Maribor – Slovenia – June 2008 - Network Services Status >3

Technical Guidelines Documents q Also prepared by the NS DT. q Meant to be technology recommendations. q Single technical guidance document prepared for each type of network service. q Not legally binding for the member states. q Understood that they are absolutely critical for the final interoperability of European SDI. INSPIRE Conference – Maribor – Slovenia – June 2008 - Network Services Status >4

Initial Operating Capability Task Force Initial operating capability: q The ability of a Network Service to provide full functionality without guaranteeing quality of service in conformity with the rules set out in Annex I to this Regulation or access to the service for all users through the INSPIRE geo-portal. q Led by JRC and includes representatives from all member states. INSPIRE Conference – Maribor – Slovenia – June 2008 - Network Services Status >5

Current technology selections q Discovery service: CS-W 2. 0. 2 ISO AP. q View service: WMS 1. 3. 0 (ISO 19128). q Download service: possibility to download pregenerated files, and, where practicable, WFS 1. 2 (ISO 19142). q Transformation service: WPS with profiles for different types of transformation. CT transformation profile is already recommended. INSPIRE Conference – Maribor – Slovenia – June 2008 - Network Services Status >7

Polish experience from the first implementation of INSPIRE network services and National Geoportal First phase of INSPIRE implementation in Poland: q Metadata has been prepared, nearly 120000 metadata records are now available in the National Metadata Catalogue and also via a discovery service. q Several view services have been established, for example for cadastral parcels, buildings or ortho images. q National Geoportal has been created with the initial capabilities of viewing the maps and discovering the metadata catalogue. Polish experience - conclusions q It is absolutely crucial to define the meaning of the dataset series, dataset and their relation to the network services for various types of data. This influences the metadata creation, metadata discovery and also the topology of network services. q It is very hard to prepare the metadata discovery in a way, that regular web users understand it. CS-W interface may not be powerful enough for this, although it is enough to fulfil the requirements of metadata professionals. q The creation of large amount of metadata records is demanding, the whole “metadata production line” have been created for Polish National resources to catalogue them. q Although it is relatively easy to establish a simple view service, the real INSPIRE view service with some monitoring features inside, right performance and really interoperable, is a challenge. INSPIRE Conference – Maribor – Slovenia – June 2008 - Network Services Status > 10

Polish experience - conclusions q Regular WMS interface is not enough to provide a good cooperation between Geoportal and view services on national level. In order to achieve better scalability, correct network bandwidth usage and also proper availability of 99%, besides proper hardware, the tiling version of view service, with a cache of tiles behind the scenes, seems to be a must. q It takes a lot of time (months) to generate the tiles for different scales and for the whole country. q The topology of network services, especially when the resources are distributed in a country, has to be carefully designed. q Gazetteer services, although not mandatory at this moment, are a great help for non‑professional users of Geoportal. q The impact on the processes in the organization responsible for the implementation and maintenance of the network services and Geoportal is significant.
